Park Development Progress Report <br /> <br />Phil Hals, Street/Park Superintendent, stated that the Parks Department has spent many <br />hours in the last month mowing grass. He also stated that the playground equipment has <br />been installed at Mississippi Oaks Park and that the sidewalk and curbing has been poured at <br />Fresno Park and the playground equipment will be arriving soon. <br /> <br />Mr. Hals also stated that the new park signs for Country Crossing and Riverplace Park have <br />been installed and the pads for signs are being installed at other parks as time permits. <br /> <br />The Parks Department has also been working on Frisbee golf and the landscaping <br />improvements at Lions Park Center. Better Yards and Gardens has planted some plants and <br />will be putting in the mulch and edging soon. There will be an official grand opening for the <br />Lions Park Center on September 12. <br /> <br />8. <br /> <br />City Recreation Update <br /> <br />e <br /> <br />Recreation Manager Michele Bergh stated that the sununer programs are winding down and <br />the fall program guide has been delivered. Some new programs are being offered this fall and <br />registration has been good so far. All of the necessary forms to register can be downloaded <br />off of the website. The Lions Park Center policy, park shelter reservation forms, and other <br />Recreation forms can also be found on the website. <br /> <br />Ms. Bergh also stated that last week the Recreation Department held another family event <br />with the YMCA and about 250 people attended. Recreation is working on a Family Fright <br />Night in October at Woodland Trails with the Boys and Girls dub, Boy Scouts, Girl Scouts, <br />and the Senior Center. They will also be providing activities at the Elk River Fire <br />Department Open House. <br /> <br />The Commission reviewed the proposed field and park fee policy with Ms. Bergh. The <br />Commission discussed the proposed field use fees. The field use fee would be $20 for <br />residents and $40 for non-residents, per field. This is the same fee charged for park shelter <br />use. This would be a use fee and no maintenance will be performed. Deposit fees of $100 <br />for 0-100 people and $500 for over 100 people would be implemented. Associations would <br />not be charged these deposits, but would have fees based on actual costs. <br /> <br />COMMISSIONER ANDERSON MOVED TO APPROVE THE FIELD USE <br />POLICY AS PRESENTED BY STAFF. COMMISSIONER KUESTER <br />SECONDED THE MOTION. THE MOTION CARRIED 7-0. <br /> <br />e <br />
