COMMISSIONER BRIGGS <br />SECONDED THE MOTION. THE MOTION CARRIED 6-0. <br /> <br />9.B.7. Park Pointe. Case No. P 01-13 <br /> <br />Ms. McPherson presented a concept plan of the plat of Park Pointe. This is an SO-acre <br />parcel which is located at the northwest corner of the intersection of 175th A venue and <br />Fillmore Street. Park Point will be comprised of 93 lots, most of which exceed the 20,000 <br />square foot shore land requirement. Part of the developer's agreement with the sellers is to <br />have two exceptions which are to be held by the current property owner: a 5-acre parcel <br />adjacent to Kliever's Marsh; a 3-acre parcel of land around the existing farmstead adjacent to <br />175th Avenue. <br /> <br />There are two park areas identified on either side of the exception (5-acre area) and three <br />trail connections that would be dedicated to the City. <br /> <br />Mr. Marly Glines of Dynamic Designs gave an overview of all the land and the exceptions to <br />this SO-acre parcel. He further stated that this is a preliminary drawing and he is here for <br />feedback from the Commission. He stated that he is open to a walking discussion of the <br />land. <br /> <br />. <br /> <br />Commissioner Dave Anderson asked if there would be any option of ghosting in <br />continuation of the park into the exception (5-acre lot), as he felt it would be somewhat <br />critical to the continuation of the trail. Mr. Glines commented that it would be out of the <br />developer's control and that the decision would be made by the owners. <br /> <br />Chair Kuester stated that staff will set aside some time to have a walking discussion of the <br />land in the future. <br /> <br />9.C.1. Watson Street Trail Connection <br /> <br />On Friday, July 29, Staff inspected the proposed trail connection which was requested by the <br />Watson Street neighborhood. A video of the inspection was presented to the Commission. <br />The area in question is heavily wooded and also there is a 5' to 6' grade change; therefore, a <br />cut would need to be made and a number of trees would need to be cut for this trail <br />connection. The old trail connection was removed last year but is still in existence; there is <br />some growth to the old trail connection as it has been seeded. <br /> <br />If the neighborhood residents desire this connection, a condition of approval should be that <br />they take responsibility to maintain the trail with materials (i.e., Class V) provided by the <br />City. If the maintenance does stop, the City would allow the native vegetation to resume its <br />growth and the connection to cease to exist. <br /> <br />Commissioner Dave Anderson spoke with a few of the Watson Street neighborhood <br />residents, and the main concern was the lack of notification with regard to moving the trail <br />access, thus they were concerned that their children would have to travel farther to access <br />the trail. However, the residents have used the new access on the trail and that it does serve <br />their needs adequately. <br /> <br />. <br /> <br />Commissioner Dana Anderson had a concern with regard to the 5' to 6' grade level at the <br />entrance of the trail access. He expressed that if the residents chose to maintain the upkeep <br />
