Park & Recreation Commission Minutes
August 8, 2001
Page 9

.

of the access, that would fine; however, he could not justify having the City add a third
access point which serves a small population. He feels the two accesses are working well
now, and feels that this will continue to work well in the future.

COMMISSIONER PETERSON MOVED TO DENY A NEW ACCESS POINT AS
REQUESTED BY THE WATSON STREET NEIGHBORS, THAT THE
FORMER ACCESS BE LEFT IN ITS NATURAL STATE, AND, THAT THE
CURRENT ACCESS BE USED FOR BIKING AND ROLLERBLADING.
COMMISSIONER BRIGGS SECONDED THE MOTION. THE MOTION
CARRIED 6-0.

9.C.2. Lafayette Woods Trail Connection

Ms. McPherson presented a letter which was received from neighbors, Alyssa and Jason
Klein, who live in Lafayette Woods regarding the Lafayette Woods trail connection at the
apex of 196th Court and 196th Circle. The Commission was shown a photograph of the area
in question which shows that it is in need of improvement. The residents' concerns are that
the area is being utilized by bicyclists, and children in the neighborhood are accessing various
points traveling from Lafayette Woods to Ridgewood to the north. Due to the fact that no
formal seeding, paving or sod placement of any kind has been done, the area is becoming
mud laden and the general appearance is rather unsightly.

Ms. Hals, Street/Park Superintendent suggested installing a 6' wide wood chip trail, top soil
and seed the sides of the trail. The City would then maintain the trail. If the needs change
in the future, the trail can then be easily altered (i.e., moved, paved, etc.).

.

Commissioner Dana Anderson agreed that this is a good suggestion as it allows the users of
the trail an outlet, and it solves the homeowner's situation.

COMMISSIONER BRIGGS MOVED TO APPROVE THE PLACEMENT OF
WOOD CHIPS, TOP SOIL AND SEED FOR THE PROPOSED PATH AND
HAVE THE NEIGHBORS MAINTAIN THIS AREA. CHAIR KUESTER
SECONDED THE MOTION. THE MOTION CARRIED 6-0.

Commissioner Dave Anderson had some briefs issues relating to the Lafayette Woods
development: the status of the boundary signs and when that project might be completed.
There is also a significant amount of erosion caused from motorized vehicle activity in the
park.

Commissioner Dana Anderson asked the status of the project with regard to the boundary
markings between Ridgewood and Lafayette and identified the outlots, etc. Mr. Hals stated
that the survey is complete but the posts are not installed. It was felt that it could be
accomplished with the W ork- To-Learn Program this summer, but that the project was not
completed due to time constraints; however, Mr. Hals felt the project should be completed
by this fall.

9.C.3. YAC Development Plan & Budj;et

.

Ms. McPherson presented an overview of the Y AC Development Plan and Budget to the
Commission. Staff has been working with the members of the Commissioner and also with
representatives of the Youth Athletic Association in order to develop a master plan for Y AC
