City Council Members, <br />We are writing in protest of a Conditional Use Permit, by a company called ResCare, to open a <br />16 bed transitional facility in the old Masonic Lodge building at the corner of Tipton Circle. <br />According to a ResCare representative, patients at this facility would be diagnosed with Severe <br />and Persistent Mental Illnesses. <br />Serious and persistent mental illness, (SPMI), is a group of severe mental health disorders as <br />defined in the Diagnostic and Statistical Manual used by mental health professionals to <br />diagnose clients. The SPMI category includes Major Depression, Bipolar Disorders, Schizophrenia <br />and Borderline Personality Disorder. These disorders tend to be disabling and therapy involves a <br />team. <br />This population is very unpredictable and will pose a threat to our families, neighbors, and <br />community.In order to be granted a Conditional Use Permit, there are several conditions that <br />must be met. We feel very strongly that ResCare cannot meet condition 1: “Will not <br />endanger, injure or detrimentally affect the use and enjoyment of other property in the <br />immediate vicinity or the public health, safety, morals, comfort, convenience or general <br />welfare of the neighborhood or the city” <br />At a recent City Council meeting, many neighbors attended and voiced their concerns about <br />this facility operating within our residential area. A ResCare representative stated they <br />currently have a facility in Robbinsdale, in a similar residential area. This facility is not in a <br />comparable residential area. My husband drove to this facility and noted it was in a much <br />busier, urban area. A simple Google Earth search shows it is not a residential area with single <br />family homes like ours. ResCare is, or has been, involved in lawsuits in <br />several states. Many neighbors spoke of these concerns. We feel the concerns raised, and the <br />serious occurrences at ResCare facilities, demonstrate –without a doubt- that this facility does <br />not belong in this neighborhood. Other neighbors and community members have done <br />considerable research and found that emergency calls to these facilities happen frequently and <br />would clearly disrupt the lives of nearby neighbors and families.
