We both attended the December 17, 2018 City Council meeting. We
appreciated your willingness to extend the timeline for your vote so that you could research and
obtain more information regarding this proposal for the ResCare Facility on Tipton Circle.

We have been residents at this location for 19 years. We have always felt SAFE in this single family
neighborhood. One of the criteria for occupancy for this business was that it would NOT CHANGE
THE SAFETY OF OUR NEIGHBORHOOD, which we think it WILL. We wish to reference our
neighbors investigation, who has already emailed you with all of the data she obtained from the police
departments located in other existing ResCare facilities in Minnesota for 2018. THESE NUMBERS
WERE SHOCKING TO US! There were 61 Police calls just in 2018 from the Fridley facility, also 81
calls from the Brooklyn Center facility, and another 86 calls from the Robbinsdale facility. It clearly
demonstrates the lack of control ResCare has regarding their facilities. During the December meeting
the representatives had a difficult time explaining how & If they can manage their patients. As
members of the City Council you were also given folders that documented the quality if this
corporation. As senior citizens living in this neighborhood we are concerned that this is an
inappropriate facility for this location!

In listening at the meeting to Mary Jo Cobb, the director of Health and Human Services for
Sherburne County we clearly can see a need for this type of facility. However, exposing young
children, school bus stops, vulnerable senior citizens, ect. lead us to the conclusion that this location
is INAPPROPRIATE! There MUST BE A BETTER FIT for this facility within the City of Elk River
or Sherburne County.

We thank you for your consideration in this matter.
