Robbinsdale (the ResCare representative kept referring to) had 86 calls in 2018; that’s a call
every 4 days.
We thank you for taking our concerns under consideration and hope you will move to NOT
grant the conditional use permit to ResCare for this facility. Please imagine if it was your family,
children, or loved ones living next door to this establishment. We strongly feel there must be a
better location for this institution. This area is strictly residential with no public transportation
nearby, or easily available, for these people to re-integrate into society.
On a personal note, we have lived in this neighborhood for 15 years. We purchased our home
not long before the housing crash and it has taken us this long to regain our property values.
Putting this facility in our neighborhood could have a drastic impact on our home values and we
stand to lose all the value we have only recently gotten back. While many people were
foreclosing and selling, we stuck it out knowing property values would rise again if we waited.
Now we are in fear of losing everything we have worked so hard to keep. We already know of
several neighbors who are ready to sell, or have already listed. We have also spoken with a
realtor and are strongly considering listing our home because of this issue. We would have
happily lived in this house until retirement and feel we are being forced to make this decision
based on the possibility this permit could be approved.
While I’m sure our neighbors have provided you with much more information, below you will
find some excerpts of complaints, crimes, and issues occurring at ResCare facilities much like
the one they will put in our neighborhood. Please consider these carefully when deciding
whether they should be allowed in this family-oriented, residential area. The neighborhoods
surrounding this building consist of families and senior citizens. The school bus stop is right at
the end of the block next to this facility. Within a mile radius, there is an early childhood
center, a park, and a senior activity center. These are vulnerable places and we must consider
the safety of the children and people in this area.Again, we strongly urge you to vote NO to
the conditional use permit. The safety and financial stability of our neighborhood is at stake.
We feel the evidence that has been gathered by our concerned neighbors and community
members is overwhelming and supports our request to NOT give ResCare a conditional use
permit. Thank you again for taking the time to listen and consider our concerns.
Respectfully,
Michael and Robin Chopskie
1757 Tipton Circle
Excerpts:
-From 2012 to 2016, the state Office of Health Facility Licensure and Certification confirmed 32
complaints among 10 West Virginia ResCare agencies. These included allegations of neglect,
sexual abuse and issues with the training and staffing of employees.
