Discuss Bailey's Point <br /> <br />The Commission and staff discussed the recreational potential of the John Bailey <br />property known as "Bailey's Point". Commissioner Dave Anderson stated that he <br />has mentioned to Mr. Bailey that the property would make an excellent park, but <br />he did not feel comfortable discussing with Mr. Bailey any type of acquisition <br />without first obtaining the city's support. Possible acquisition means which were <br />discussed included: right of first refusal for purchase, purchase at a reduced <br />price, or gifting of the property to the city. <br /> <br />The Commissioners were in agreement that staff should check with administration <br />for proper procedure in negotiating acquisition of park land. The issue will be <br />discussed at the January Park and Recreation meeting. <br /> <br />9.C.5. Winter Rules/Use Policy - Woodland Trails Park <br /> <br />Ms. McPherson reviewed her comments regarding the proposed rules and policy <br />for Woodland Trails Park, as stated in her memo to the Commission dated <br />December 1, 1999. <br /> <br />The Commissioners discussed the issue of dogs in the park and the possibility of <br />designating a trail loop for residents to walk their dogs. Commissioner Dave <br />Anderson stated he is not aware of any other community that allows dogs on ski <br />trails. The Commissioners were in agreement that some type of restriction on <br />dogs may eventually be necessary. <br /> <br />COMMISSIONER KUESTER MOVED TO APPROVE THE PROPOSED WINTER RULES AND <br />USE POLICY FOR WOODLAND TRAILS PARK, WITH THE FOLLOWING CHANGES: <br /> <br />. WOODLAND TRAILS PARK WINTER TRAIL RULES - CHANGE PHONE NUMBER FOR <br />RESERVATIONS TO COMMUNITY RECREATION'S PHONE NUMBER; <br /> <br />. WOODLAND TRAILS RESERVATION REQUEST FORM: ADD STATEMENT TO ADVISE <br />APPLICANT THAT RESERVATION IS SUBJECT TO CANCELLATION DUE TO TRAIL <br />CONDITIONS (I.E., NOT ENOUGH SNOW, WARM TEMPERATURES, ETC.) <br /> <br />. OUT OF TOWN SKI TEAM PRACTICE POLICY FOR WOODLAND TRAILS PARK: ITEM <br />#2 - TEAMS MAY PRACTICE TWO DAYS EACH MONTH FOR THE MONTHS OF <br />DECEMBER, JANUARY, AND FEBRUARY. <br /> <br />COMMISSIONER WESTRUM SECONDED THE MOTION. THE MOTION CARRIED 8-0. <br /> <br />9.C.6. Discuss Retreat Aqenda <br /> <br />Michele McPherson reviewed details regarding the January Park and Recreation <br />Commission retreat. The retreat will be held on Saturday, January 8, 2000, from <br />8:30 a.m. to 12:30 p.m. at the Country Inn and Suites meeting room (Dodge <br />Avenue next to Perkins). Rolls, juice and coffee will be provided in the morning <br />and pizza may be ordered for lunch. <br />
