<br />Park & Recreation Commission Minutes <br />February 10, 1999 <br />Page 4 <br /> <br />e <br /> <br />2. <br /> <br />That the park land dedication be dry land with the trail on dry <br />land. . <br />That there be a 20' distance maintained between the trail and <br />back yard property line. <br /> <br />3. <br /> <br />This issue will be brought back to the Commission at a future meeting for a <br />formal recommendation. <br /> <br />7. Staff Updates <br /> <br />7.a. Area Recreation <br /> <br />Jeff Asfahl, Director of Community Recreation, was present to review his <br />update to the Commissioners. Discussion followed regarding the Elk River <br />Youth Athletic Sports Complex Scheduling & Use Guidelines. <br />Commissioner Dana Anderson suggested a couple minor revisions. <br /> <br />COMMISSIONER DANA ANDERSON MOVED TO APPROVE THE ELK RIVER <br />YOUTH ATHLETIC SPORTS COMPLEX SCHEDULING & USE GUIDELINES WITH THE <br />FOLLOWING CHANGES: <br /> <br />- ANY USE OF THE FACILlTITIES MUST BE SCHEDULED WITH THE RECREATION <br />OFFICE <br /> <br />e <br /> <br />. ADMINISTRATIVE PROCEDURES: ALL SCHEDULING FOR USE IS TO BE MADE <br />WITH THE RECREATION OFFICE. <br /> <br />COMMISIONER KUESTER SECONDED THE MOTION. THE MOTION CARRIED <br />7-0. <br /> <br />Jeff also discussed the possibility of a winterfest event in partnership with <br />Otsego. The Commissioners expressed support for Jeff to continue to <br />research such a project. <br /> <br />7.b. Park Improvements for 1999 - Steve Wensman/Phil Hals <br /> <br />The Commissioners discussed the dollar amount of funds to recommend <br />be spent on park improvements for 1999, and, what type of improvements <br />would be appropriate. <br /> <br />Phil Hals indicated that $50,000 in match funds must be set aside for the <br />grant for paving in Woodland Trails. Phil also noted that funds will be <br />needed for the County Road 12 detached trail. <br /> <br />COMMISSIONER KUESTER MOVED TO RECOMMEND APPROXIMATELY $60,000 <br />OF THE PARK IMPROVEMENT FUNDS BE USED FOR BEAUTIFICATION OF <br />EXISTING PARKS. COMMISSIONER OLSON SECONDED THE MOTION. THE <br />MOTION CARRIED 7-0. <br /> <br />e <br /> <br />Phil Hals will present a priority list of recommended park improvements at <br />the March lOth Park & Rec meeting. <br />
