Staff Updates 7.a. Area Recreation Jeff Asfahl, Director of Community Recreation, was present to review his update to the Commissioners. Discussion followed regarding the Elk River Youth Athletic Sports Complex Scheduling & Use Guidelines. Commissioner Dana Anderson suggested a couple minor revisions. COMMISSIONER DANA ANDERSON MOVED TO APPROVE THE ELK RIVER YOUTH ATHLETIC SPORTS COMPLEX SCHEDULING & USE GUIDELINES WITH THE FOLLOWING CHANGES: - ANY USE OF THE FACILlTITIES MUST BE SCHEDULED WITH THE RECREATION OFFICE e . ADMINISTRATIVE PROCEDURES: ALL SCHEDULING FOR USE IS TO BE MADE WITH THE RECREATION OFFICE. COMMISIONER KUESTER SECONDED THE MOTION. THE MOTION CARRIED 7-0. Jeff also discussed the possibility of a winterfest event in partnership with Otsego. The Commissioners expressed support for Jeff to continue to research such a project. 7.b. Park Improvements for 1999 - Steve Wensman/Phil Hals The Commissioners discussed the dollar amount of funds to recommend be spent on park improvements for 1999, and, what type of improvements would be appropriate. Phil Hals indicated that $50,000 in match funds must be set aside for the grant for paving in Woodland Trails. Phil also noted that funds will be needed for the County Road 12 detached trail. COMMISSIONER KUESTER MOVED TO RECOMMEND APPROXIMATELY $60,000 OF THE PARK IMPROVEMENT FUNDS BE USED FOR BEAUTIFICATION OF EXISTING PARKS. COMMISSIONER OLSON SECONDED THE MOTION. THE MOTION CARRIED 7-0. e Phil Hals will present a priority list of recommended park improvements at the March lOth Park & Rec meeting.
