<br />Park & Recreation Commission Minutes <br />December 9. 1998 <br />Page 3 <br /> <br />e <br /> <br />job. <br />-Trail will be repaved and "crook" will be taken out <br />-The culvert on the east leg to the low ground is in <br />-Artist rendition of completed complex is being done by Chris Leisberg and <br />should be available for the Jcnuary Park & Recreation Commission meeting. <br />-Participation/needs should be discussed <br /> <br />8.c. <br /> <br />County Road 12 Improvements Update - Phil Hals <br /> <br />Phil Hals indicated that Sherburne County's plans for improving County Road No. <br />12 show a 4 foot drop cut at the location of the resident's driveway adjacent to <br />Hillside Park. He explained that it will not be possible for the resident to maintain <br />his driveway, considering the steep slope that already exists. The property owner <br />has requested the city to grant an easement, or a lot line adjustment of park land <br />for driveway access to his property. Phil indicated that the city's legal counsel <br />suggested an easement, rather than giving up a portion of the park property. He <br />noted that an additional 1 7 feet of the park frontage will be required from the <br />city for the 100 ft. county road right-of-way. <br /> <br />9. <br /> <br />Hillside 5th Park Concept <br /> <br />e <br /> <br />Phil Hals reviewed his memo to the Park & Recreation Commissioners regarding <br />the Hillside 5th Park. A copy of a letter to be sent to the Hillside residents was <br />distributed. Commissioner Kuester indicated he did not wish to reconsider the <br />recommendation on this park and felt it was more appropriate to look at the <br />entire Hillside development to assess the park needs. He suggested the <br />Commissioners meet with staff at a special meeting in January to discuss this issue. <br /> <br />Chair Anderson suggested that at some point, the developer should be asked to <br />meet with staff and a representation of the Hillside residents to discuss park <br />needs. <br /> <br />COMMISSIONER HUBERTY MOVED TO CALL A SPECIAL MEETING OF THE PARK & <br />RECREATION COMMISSION JANUARY 20TH OR 27TH, 1999, TO DISCUSS PARK NEEDS <br />FOR THE AREA EAST OF HIGHWAY 169, AND TO CONSIDER POSSIBLE LOCATIONS FOR <br />AN AREA WIDE PARK WITH THE FOLLOWING DESCRIBED AREA: <br /> <br />BOUNDED BY COUNTY ROAD 33 ON THE NORTH, TYLER STREET ON THE EAST, <br />HIGHWAY 169 ON THE WEST, AND COUNTY ROAD 12 ON THE SOUTH. <br /> <br />COMMISSIONER KUESTER SECONDED THE MOTION. THE MOTION CARRIED 6-0. <br /> <br />It was the consensus of the Commissions to send the letter drafted by staff to all <br />residents of the Hillside Additions. <br /> <br />10. <br /> <br />Update on 11/24/98 Plannina Commission Meetina - Commissioner Olson <br /> <br />e <br /> <br />Commissioner Olson provided an update on action taken by the Planning <br />Commission at their November 24, 1998, meeting. The Commissioners discussed <br />the Elk River Business Park plat submitted by Amcon. Commissioner Olson <br />indicated the location of sidewalk and trail connections recommended by the <br />
