<br />Park & Recreation Commission Minutes <br />December 9. 1998 <br />Page 2 <br /> <br />e <br /> <br />6. <br /> <br />Eagle Scout Proiect in Woodland Trails Park - Ryan Anderson <br /> <br />Ryan Anderson reported that he has taken the GPS coordinates and has plotted <br />the paved trails. He will be plotting the remainder of the trails. Ryan indicated <br />that the posts have been placed for signage. He explained that the following <br />signs are needed: 14 "you are here" signs. 12 "one way - do not enter" signs, 7 <br />"trail type" signs (degree of difficulty); and 5 "caution" signs. Commissioner <br />Anderson indicated the cost of the plastic signs are $2 each. He noted that <br />Commissioner Peterson will be making the frames for the signs. Phil Hals explained <br />that the total cost of the signage including the board sign at the park entrance <br />will be approximately $500. <br /> <br />COMMISSIONER PETERSON MOVED TO RECOMMEND APPROVAL OF THE <br />EXPENDITURE OF $500 FOR SIGNAGE AT WOODLAND TRAILS PARK. COMMISSIONER <br />OLSON SECONDED THE MOTION. THE MOTION CARRIED 6-0. <br /> <br />7, Administrative Subdivision by Richard Bury - Park & Recreation Commission <br />Recommendation <br /> <br />Phil Hals explained that Richard Bury is requesting an administrative subdivision to <br />divide a 7.5 acre parcel from a 26 acre parcel. The remaining 18.54 acre parcel <br />will be sold to the gravel quarry to the east. Phil indicated that the easement for <br />the city trail shown on the survey does not line up with the centerline of the trail, <br />or the former railroad right-of-way. He noted that the subject property is outside <br />the Park Service Area and no Area Wide Park is identified for this area. <br /> <br />e COMMISSIONER KUESTER MOVED TO RECOMMEND A CASH DEDICATION IN LIEU OF <br />LAND TO SATISFY THE PARK DEDICATION REQUIREMENTS FOR THE RICHARD BURY <br />ADMINISTRATIVE SUBDIVISION, CASE NO. AS 98-9, WITH THE CONDITION THAT THE <br />TRAIL EASEMENT SHOWN ON THE SURVEY BE CORRECTED. COMMISSIONER OLSON <br />SECONDED THE MOTION. THE MOTION CARRIED 6-0. <br /> <br />8.a. Area Recreation Update - Jeff Asfahl <br /> <br />The Commissioners reviewed the Area Recreation update from Jeff Asfahl. Jeff <br />noted he will be researching a grant from the Humphrey Institute for citizen <br />involvement. He explained that the grant may provide an opportunity to hold <br />special meetings with various groups which would create relationships and build <br />partnerships for programs to benefit the community. <br /> <br />8.b. Youth Athletic Complex Update - Phil Hals <br /> <br />Phil Hals updated the Commissioners on the progress at the ERY AC fields as <br />follows: <br /> <br />e <br /> <br />-Storm sewer is in and has been back-filled <br />-A green space has been created for warm ups <br />-Infields have been enlarged and will accommodate up to 80' bases <br />-Test holes indicate the ag line in the center of one of the fields is too high and <br />needs correction -+ I t' ;;, r f <br />-Appears to be no problem with 1 % slopes <br />-The fence company will be coming back with extensions and completing the <br />
