MOTION CARRIED 3-2. <br />Mayor Klinzing and Councilmember Motin opposed. <br /> <br />Bob Schafer, 519 Upland Avenue - indicated he would like to see a sidewalk on Upland <br />due to the amount of activity on that road. <br /> <br />Mr. Maurer stated that a sidewalk on Upland Avenue was discussed with property owners <br />prior to the topographic information being received. Since the topographic information has <br />been received, the sidewalk has been relocated to Tipton. Mr. Maurer indicated that if the <br />Council desires, staff could meet with the property owners on Upland Avenue and discuss <br />the possibility of adding a sidewalk on Upland Avenue. <br /> <br />MOVED BY COUNCILMEMBER GUMPHREY AND SECONDED BY <br />COUNCILMEMBER DIETZ FOR STAFF TO INVESTIGATE THE <br />POSSIBILITY OF A SIDEWALK ON THE WEST SIDE OF UPLAND AVENUE. <br />MOTION CARRIED 5-0. <br /> <br />5.2. Consider Resolution Granting Final Plat Approval for River Park (Orrin Thompson <br />Homes). Case No. P 04-09 <br /> <br />Staff report submitted by Senior Planner Scott Harlicker. Mr. Harlicker indicated that the <br />applicant is requesting final plat approval for the first phase of River Park located south of <br />Twin Lakes Road, east of Sunset Ridge, and west of Cleveland Street. Mr. Harlicker <br />provided an overview of the project. <br /> <br />Councilmember Motin stated that if the Council is prepared to approve this final plat, they <br />should be prepared to move forward with issues regarding transportation infrastructure and <br />be committed to extending the east/west corridors of 193rd Avenue and/or Elk Hills Drive. <br />He asked for each Councilmember's view on these transportation corridors. He noted that <br />he continues to be opposed to townhomes in this area. <br /> <br />Councilmember Farber indicated that he would like to see the transportation issues <br />addressed prior to approving this plat. <br /> <br />Mayor Klinzing stated that she also has transportation concerns and believes that a 2-3 year <br />timetable to complete the east/west extensions is unreasonable because it will severely <br />impact the property owners in that area. She stated that she is also opposed to townhomes <br />in this area. <br /> <br />Councilmember Gumphrey indicated that he believes the east/west corridors in Elk River <br />should be completed as soon as possible. He noted that he was not on the Council at the <br />time of the preliminary plat approval and he is also opposed to townhomes in this <br />development. <br /> <br />Councilmember Dietz also indicated that the east/west corridors should be completed as <br />soon as possible because lives will be affected no matter when or which decision is made <br />and that it should be completed for the greater good of Elk River. Councilmember Dietz <br />also questioned if the Council is under obligation to approve this final plat because the <br />preliminary plat was approved. He questioned what the legal ramifications are if the Council <br />does not approve the River Park final plat. <br />
