Open Mike

Paul Kedrowski, 18837 Dodge Street NW - expressed concerns over the condition of
both County Road 33 and Dodge Street.

City Engineer Terry Maurer indicated that both of these roads were discussed at the City/
County transportation meeting and will be discussed later in the agenda.

5.1.

Consider Resolution Accepting Bid and Authorizing Execution of Contract for 2005 Street
Reconstruction Project

City Engineer Terry Maurer stated that at the last Council meeting, two petitions were
received from property owners opposing sidewalks on the north side of 5th Street west of
Proctor Avenue. Mr. Maurer indicated that staff reviewed the area and determined that the
proposed sidewalk could be located immediately behind the curb, eliminating any grass
boulevard and moving the sidewalk as far away from the homes on the north side of 5th
Street as possible.

Mayor Klinzing invited any property owners having new information that was not shared at
the previous meeting to speak briefly on this issue.

Sture Forsell, 1232 5th Street - questioned if the right of way requirement is 60 or 66 feet
and if there is ample right of way to construct a sidewalk. He also expressed concerns that
the city may not have adequate funding to complete the reconstruction project.

Mr. Maurer indicated that the 66 feet right of way is an old township measurement but the
current requirement is 60 feet and that the city has adequate right of way to complete all
proposed improvements without acquiring additional right of way. Mr. Maurer noted that
there is ample funding to complete this reconstruction project.

Donald Hohlen, 1204 5th Street - doesn't understand the need for sidewalks since the
homes have been there so long without them.

Mayor Klinzing indicated that she will vote against this resolution because the Council
received a petition from almost 100% of the residents on 5th Street indicating they do not
want a sidewalk.

Councilmember Motin stated that he will also oppose the project because he doesn't see the
benefit of a sidewalk to the property owners.

MOVED BY COUNCILMEMBER DIETZ AND SECONDED BY
COUNCILMEMBER GUMPHREY TO ADOPT RESOLUTION 05-45
ACCEPTING BID AND AUTHORIZING EXECUTION OF CONTRACT FOR
