Mr. Hals noted that the Planning Commission will be considering the building <br />plans and site plan at their May 24, 2005 meeting for a conditional use permit and the City <br />Council will be asked to consider this CUP on June 20, 2005. <br /> <br />Mr. Hals indicated that he is requesting Council approval to act as general contractor on the <br />city's behalf and to begin the site grading with both city and contracted equipment. Mr. Hals <br />stated that he would also like permission to advertise and receive bids for the salt storage <br />and cold storage building. <br /> <br />MOVED BY COUNCILMEMBER DIETZ AND SECONDED BY <br />COUNCILMEMBER FARBER TO AUTHORIZE THE FOLLOWING FOR THE <br />PUBLIC WORKS EXPANSION PROJECT: 1) STREET SUPERINTENDENT <br />PHIL HALS TO ACT AS GENERAL CONTRACTOR ON THE CITY'S <br />BEHALF; 2) FOR SITE GRADING TO BEGIN; AND 3) AUTHORIZATION TO <br />ADVERTISE FOR AND RECEIVE BIDS FOR THE SALT STORAGE AND <br />COLD STORAGE. MOTION CARRIED 5-0. <br /> <br />Mr. Hals and Mr. Thompson provided the Council with an update on the composting at the <br />Street Department. Mr. Hals indicated that the Sherburne County Municipal Recycling <br />Board applied and was approved for $58,000 SCORE grant from Sherburne County which <br />will pay for contract brush grinding and some reimbursement for compost loading and <br />hauling costs for the cities of Becker, Big Lake, Elk River, and Zimmerman. <br /> <br />Mr. Hals stated that a large issue for all members of the Sherburne County Municipal <br />Recycling Board is how to deal with the leaves, grass clippings, and ground up brush while it <br />is composting. Mr. Hals indicated that Plaisted Companies has expressed interest in <br />establishing a compost site on their property to produce a product for their own use and <br />would be willing to let the city haul leaves, grass clippings, and brush chips from our <br />collection site to their site. Mr. Hals stated that he has discussed this unofficially with <br />Plaisted Companies but would like to enter into an official agteement with them. <br /> <br />MOVED BY COUNCILMEMBER DIETZ AND SECONDED BY <br />COUNCILMEMBER FARBER TO AUTHORIZE STAFF TO ENTER INTO AN <br />AGREEMENT WITH PLAISTED COMPANIES THAT WILL ALLOW THE <br />CITY TO HAUL THE EXCESS LEAVES, GRASS CLIPPINGS, AND BRUSH <br />CHIPS TO PLAISTED COMPANIES. MOTION CARRIED 5-0. <br /> <br />City Administrator Pat Klaers noted that consistent with the January 10, 2005 Council <br />discussion, funding for the Street Department expansion is coming from government <br />building reserves and funding for the compost issues will come from the landfill abatement <br />fund. The Council concurred with these funding sources. <br /> <br />6.4. <br /> <br />City Building/Grounds Maintenance and Building Cleaning Program Update <br /> <br />Building Maintenance Supervisor Gary Lore provided an update on the Public Safety Facility <br />and the cleaning program. Mr. Lore explained that the Library Board questioned if the <br />contract cleaners could be terminated and the city could assume all of the cleaning and <br />building maintenance for the Library. Mr. Lore indicated that staff recommends termination <br />of the contract cleaners at the Library and the addition of one half-time custodian to the <br />present cleaning staff. <br />
