<br />KHA has focused on preliminary engineering and environmental study of the <br />Big Lake maintenance facility site and validation of the preliminary engineering <br />ofthe six station sites. LTK is focused on validation and adjustments ofthe <br />preliminary engineering ofthe LRT alignment within 5th Street North and the <br />inter-modal station. The teams are working together to address systems and <br />communications issues that impact the project as a whole. <br /> <br />Project staff and consultants meet weekly with the City of Minneapolis on <br />design issues of the LRT Connection and inter-modal station. Because the LRT <br />alignment and inter-modal station are adjacent to a historic district, a meeting <br />was held on March 30 with the State Historic Preservation Office and <br />Minneapolis Heritage Preservation Commission to get their input and <br />concurrence on the proposed plans. Project staff will continue to work with <br />these organizations to fulfill the programmatic agreement regarding cultural <br />resources that was included in the Project's Record of Decision. <br /> <br />The L TK team is also responsible for assistance with procurement of rolling <br />stock for the Northstar Project. They organized a series of meetings with <br />commuter rail passenger car builders on March 2 and 3,2005. Officials from <br />Bombardier, Sumitomo, Colorado Railcar, and Kawasaki gave presentations <br />about their equipment. A follow-up meeting of Project staffwas held April 14 <br />to review the builders' presentations and set a strategy for procurement. A <br />summary report will be prepared by mid-May. <br /> <br />BNSF will manage advanced and final design of track and signal improvements <br />on their infrastructure with oversight by the Northstar Project Office with the <br />assistance of the L TK team. See section VIII of this report for more details on <br />the progress of this contract. <br /> <br />VI. Value Engineering <br /> <br />The KHA contract requires them to organize and conduct Value Engineering <br />(VE) for the project. That exercise took place March 21-25, 2005 in the <br />Northstar Project Office. Their final report was provided April 1 and was <br />copied to the Project Management Oversight Consultant team. Project staff met <br />April 14 to review the VE report and identify proposals to accept, reject, and <br />study further. A report summarizing this will be produced by mid-May. <br /> <br />VII. New Starts Criteria and Request to Enter Final Design <br /> <br />As mentioned earlier, the Northstar Project received the commitment of$37.5 <br />million in state funding from the 2005 Minnesota Legislature. The Project is in <br />the process of submitting material needed to gain a "Recommended" rating and <br />to request to enter Final Design so that FT A may begin its review. The Project <br />began this process with the February 25,2005 submittal of Chapter 2 of the <br />Project Management Plan (PMP) covering the Project Organization.
