<br />of the PMP, the Real Estate Plan, was submitted in March 4,2005. The <br />remaining chapters of the PMP were submitted on March 31. <br /> <br />New Starts Criteria and a revised Financial Plan, containing more specific <br />information about the bonding passed by the legislature, will be submitted as <br />quickly as they can be assembled. The timing for submitting the New Starts <br />Criteria and revised Financial Plan depend on the time it will take to produce a <br />ridership forecast from the Twin Cities travel demand model. FTA's <br />Washington office gave verbal approval to use the recently revised model in late <br />March. Project consultants are working carefully with the model to ensure the <br />forecast will meet all FT A requirements and expectations. <br /> <br />The target date for submittalofthe New Starts Criteria and Financial Plan to <br />FTA is May 13, 2005. This will be accompanied by a request for FTA to re-rate <br />the Northstar project and a draft request to enter Final Design. Project staff <br />understands there is a new requirement for FT A to submit recommendations for <br />a project to enter final design to Congress and that Congress has a 30-day period <br />to act on the recommendation.
