Memo to Planning Commission/Elk River Station <br /> June 26,2001 <br /> Page 7 <br /> 0 PUD. The signage standards are quite liberal and are more applicable to a highway <br /> commercial type of development.The lighting standards should be modified to reflect the <br /> neighborhood scale and pedestrian atmosphere that the developer is trying to create. <br /> Additional language regarding the style of architecture and character of the development <br /> should be included.For instance,the commercial/office buildings should appear as though <br /> they are multiple smaller buildings,similar to those downtown on Jackson Street,instead of <br /> one large building. It is important that the Commission is comfortable with the design <br /> standards as they will establish the character of this development. <br /> Landscaping <br /> A concept landscape plan has been submitted and is acceptable. Staff will be working with <br /> the developer on details of the final landscape plan. Detailed planting plans for the <br /> townhomes and apartments will be required. Detailed landscaping plans for the <br /> commercial/office buildings and the senior housing complex will be reviewed when they <br /> apply for conditional use permits for those uses. <br /> Park Dedication <br /> Elk River Station was presented to the Park and Recreation Commission on August 8th.The <br /> Commission approved staff's recommendation of cash dedication of$384,980 along with <br /> 2.97 acres of parkland. The 2.97 acres is divided between 5 neighborhood parks. The <br /> developer will be given park dedication credit for installing improvements in the parks and <br /> • constructing an asphalt trail. <br /> There still was some uneasiness with some of the Commissioners with this style of parks in <br /> this development. It is a way of life that is new to the Elk River area, but it was also <br /> applauded,for it was trying to push the idea of what a neighborhood park is. There was also <br /> encouragement for this different option of living in Elk River. <br /> The Street and Parks Department was concerned about the maintenance of the pond areas <br /> as well as the areas around the volleyball court,tennis court and pool area. The Street and <br /> Parks Department was comfortable with maintaining the paved trails and the flat land grass <br /> areas <br /> Recommendation <br /> Staff believes that the concepts behind this development is sound, the density is not <br /> excessive,the project would provide opportunities for transit supportive development and <br /> set Elk River apart from other communities.However,staff recommends that the Planning <br /> Commission postpone action on this project until the issues raised by the Fire Chief,Utilities <br /> Manager, planning staff and detailed in the City Engineer's memo regarding drainage, <br /> grading and transportation are addressed. <br /> If the developer requests action on the requests, staff recommends that the Planning <br /> Commission recommend the following <br /> • <br /> S:\PLANNING\SCOTT\ER Station 8-14.doc <br />
