Memo to Planning Commission/Elk River Station <br /> June 26,2001 <br /> Page 6 <br /> • A 5,400 square foot daycare is also proposed as part of this complex. The ultimate size of <br /> the daycare will be based in part on the number of parking spaces available. <br /> Parking and access <br /> 60 surface parking spaces and 86 underground spaces are proposed for a total of 146 spaces. <br /> The parking requirement for senior housing is one space per unit plus one space for each <br /> employee.Parking for the senior housing is adequate.However,the parking for the daycare <br /> seems to be deficient. Only 11 spaces are shown for the daycare.The parking requirement <br /> for a daycare is 1 space for every 12 children and 1 space for each employee <br /> Building elevations <br /> As with the commercial buildings,the design of the senior housing building and the daycare <br /> will have to be consistent with the approved design standards and will be evaluated when <br /> and if Guardian Angels applies for a conditional use permit for the use. <br /> Traffic and Streets <br /> Traffic and street issues are included in the City Engineer's memo. The number of trips <br /> generated by this project and the number of access points are two crucial issues.The project <br /> includes a mix of private and public streets.The public streets include the main loop road <br /> through the project.The drives that service most of the townhouses will be private.Street <br /> • right-of-ways will need to be platted to allow for future road connection to the properties to <br /> the north,east and south.Additional comments regarding streets are in the attached memo <br /> from the Streets/Parks Superintendent. <br /> Grading, Drainage and Utilities <br /> Grading,drainage and utility issues are in the City Engineer's memo and the memo from the <br /> Utilities Manager <br /> Public Safety <br /> Public safety comments are included in the attached memos from the Police Department <br /> and the Fire Chief. <br /> Pedestrian Access <br /> A comprehensive sidewalk system is proposed.It will connect all residential areas with the <br /> commercial/office area and the commuter station. There is also the possibility of a <br /> pedestrian overpass for Twin Lakes Road. This will provide a grade separated pedestrian <br /> connection with the west side of Twin Lakes Road. <br /> Design Standards <br /> • Attached are the design standards proposed by the developer. These standards will be <br /> incorporated into the PUD Agreement and will be used to guide future development in this <br /> S:\PLANNING\SCOTT\ER Station 8-14.doc <br />
