Primary Election <br />The City Administrator explained to the Council that should the Council desire <br />~,.;, _.... r ~._. ,.... "'" - ' / <br />to hold a . a- primary - ..~election for the purpose of reducing candidates to <br />two per office, it would be necessary to adopt a resolution ordering that such <br />an election be held. After a brief discussion, COUNCILMAN TOTH MOVED APPROVAL <br />OF A RESOLUTION ORDERING A PRIMARY ELECTION, MOTION SECONDED BY. COUNCILMAN <br />DUITSMAN. MOTION pAsSED 3-0. <br /> <br />12. Council Procedures <br /> <br />The City Administrator asked that this item be considered so that a consensus <br />from the Council could be obtained on certain new procedures -having to do with <br />the conduct of the council meetings. The Administrator proposed several items <br />as follows: <br /> <br />1. An initial cut off date for items to be included on a Council Agenda.on the <br />Tuesday prior to the c9uncil meeting at 5:00 P.M. <br /> <br />2. A half hour maxinmm session at the beginning of each council meeting known <br />as Open" Mike during which, Elk River residents may address the council on <br />any item not on the evenings agenda. Response to items raised in this <br />session are to be referred to staff for study, if necessary, with a report <br />back to council and to the resident s at the next council meeting. <br /> <br />3. The Administrator proposed a section of non-eontraversa1 agenda items which <br />the council would adopt or approve with ane motion for all items in the <br />section rather than an individual motion and discussion on each individual <br />item. Items contained- in this section are to be non-eontraversa1 in nature, <br />and a Councilmember having questions or problems with any items contained <br />in this section, may, at. the beginning of any council meeting ask to have that <br />item moved from the non-eon section and placed as a regular discussion <br />on the council agenda. <br /> <br />4. The Administrator proposed that a check register be approved by the council <br />at each meeting listing the bills to be paid, to whom, and in what amount. <br /> <br />After discussion of each of the items the council agreed that the procedures <br />proposed by the Administrator would be acceptable and would be implemented <br />with the next council meeting. <br /> <br />13. Advertize For Bids F'or Snow Removal <br /> <br />COUNCILMAN DUITSMAN MOVED THAT THE CITY ADMINISTRATOR BE AUTHORIZED TO ADVERTIZE <br />FOR BIDS FOR SNOW REMOVAL ON CERTAIN PORTIONS OF THE CITY FOR THE YEAR 1978- <br />1979, MOTION SECONDED BY COUNCILMAN TOTH. MOTION PASSED 3-0. <br /> <br />14. 1979 Budget <br /> <br />In a general discussion session on the 1979 budget the city council made the <br />following suggestions for inclusion in the 1979 budget draft. to be prepared <br />by the City Administrator. <br /> <br />1. That consideration for a new fire pumper be made in the 1979 budget, with <br />
