Mrs. <br />Grant indicated there were street lights on Simonett Drive and that residents paid <br />for them. Mrs. Grant also indicated the residents would be willing to pay for <br />the electricity for the light at the intersection if the light could be installed. <br />Councilman Duitsman indicated he would contact Elk River Municipal Utilities <br />to set the pole and bill the residents for the electricity. Mayor Madsen <br />requested the City Administrator to contact the State Highway Department for a <br />permit and assistance in proper location of the street light at the intersection. <br /> <br />11. Jet Machine Bid Award <br /> <br />The City Administrator indicated bids for a sewer jet machine were opened on <br />December 21, 1979, with one bid received from Flexible Pipe Tool Company for <br />$16,692.00. The City Administrator further indicated the bid met or exceeded <br />all specifications required by the City and was less than the $18,000 allocated <br />in the budget for the jet machine. COUNCILMAN ENGSTROM MOVED TO AWARD THE BID <br />FOR THE PURCHASE OF A SEWER JET MACHINE TO FLEXIBLE PIPE TOOL COMPANY FOR <br />$16,692.00. COUNCILMAN DUITSMAN SECONDED THE MOTION. MOTION PASSED 3'"""0. <br /> <br />12. Liquor License Fee Refund <br /> <br />Mayor Madsen reviewed a list of communities surveyed who do and do not refund <br />liquor licenses in the situation of a sale of the property where a license is held. <br />The list is as follows: Those communities offering no refund in this situation <br />are: City of Coon Rapids, City of Anoka, City of Champlin, City of St. Cloud, <br />City of Big Lake, City of Chanhassen. Those that do offer a refund of this <br />type are: City of Ramsey, City of Monticello (to the nearest quarter of the <br />year), City of Farmington. Mr. Mady indicated he would agree toa prorated <br />amount for the refund and/or a penalty for requesting refund of the unexpired <br />license fees. The City Administrator indicated there was no state statute requiring <br />refund of license fees in this instance and there was no moral obligation to <br />do so, it was a cost of the liquor business. Mayor Madsen asked what was the <br />average cost to the City for review of applications for liquor licenses and <br />issuance of liquor licenses. The City Administrator indicated there was no <br />average cost or type, that some applications were a simple procedure and others <br />were not. The City Administrator further indicated that state statute allows <br />municipalities to charge up to $500 for investigation fees, which would be <br />applied to the license fee should the license be approved. Mayor Madsen indicated <br />he did not approve of a refund and the issue would be addressed in the codifi- <br />cation of city ordinances; but since the codification was not yet completed, he <br />suggest~d a compromise. COUNCILMAN ENGSTROM MOVED TO REFUSE A REFUND ON LIQUOR <br />LICENSE FEES. MOTION FAILED FOR LACK OF A SECOND TO THE MOTION. COUNCILMAN <br />DUITSMAN MOVED APPROVAL OF A REFUND OF $500 TO MADY'S FOR THE UNEXPIRED LIQUOR <br />LICENSE FEE. COUNCILMAN ENGSTROM SECONDED THE MOTION. MOTION PASSED 3-0. <br /> <br />13. Sanitary Sewer Interceptor <br /> <br />The City Administrator indicated the City may be able to use the plans and speci- <br />fications already done for the interceptor but that an up-to-date feasibility <br />study had to be completed first according to state Statute Chapter 429. Council- <br />man Duitsman indicated his concern to get the project going as soon as possible <br />and questioned the order of process involving ordering the study and meeting <br />with the City engineer. The City Administrator indicated the feasibility study <br />could be ordered immediately and a meeting with the City engineer could be <br />scheduled as soon as possible. COUNCILMAN DUITSMAN MOVED APPROVAL OF RESOLUTION <br />80...;.1, AUTHORIZING MCCOMBS, KNUTSON ENGINEERING TO COMPLETE A FEASIBILITY STUDY <br />FOR THE SANITARY SEWER INTERCEPTOR. COUNCILMAN ENGSTROM SECONDED THE MOTION. <br />MOTION PASSED 3-0. <br />
