Commission Appointments <br /> <br />COUNCILMAN DUITSMAN MOVED APPROVAL OF APPOINTMENTS OF GEORGE ZABEE, ELDON ROOTES, <br />JACK HOLMES, MARTIN TRACY AND RICHARD HINKLE TO THE PLANNING COMMISSION. Mayor <br />Madsen suggested removal of Eldon Rootes from the Planning Commission because <br />Mr. Rootes is currently out of town for the winter. COUNCILMAN DUITSMAN AMENDED <br />TH&MOTION TO MOVE APPROVAL OF APPOINTMENTS OF GEORGE ZABEE, JACK HOLMES, MARTIN <br />TRACY AND RICHARD HINKLE TO THE PLANNING COMMISSION FOR A TERM ENDING WITH THE <br />COMPLETION OF THE LAND USE PLANNING GRANT STUDY AND ITS RELATED ORDINANCES. <br />COUNCILMAN. ENGSTROM SECONDED THE MOTION. MOTION PASSED 3-0. <br /> <br />Mayor Madsen suggested deferring the Library Board appointments until the next <br />Council meeting. The City Administrator indicated there was no record of Norma <br />Coleman's appointment to the Library Board although she had been appointed and <br />has regularly attended the board meetings. COUNCILMAN ENGSTROM MOVED APPROVAL <br />OF THE APPOINTMENT OF NORMA COLEMAN TO THE LIBRARY BOARD FOR A TERM TO EXPIRE <br />12/31/80. COUNCILMAN DUITSMAN SECONDED THE MOTION. MOTION PASSED 3-0. <br /> <br />15. Administrator's Update <br /> <br />A. Tot Park <br /> <br />The City Administrator indicated the park had been dedicated to the City by the <br />developers of the North Terrace Addition and in checking with the City attorney <br />as to how to dispose of it, if the City so desired, the City attorney indicated <br />a resolution would have to be adopted stating the City's desire to give it up. <br />The City attorney indicated it would then have to be filed in District Court, <br />a public hearing held and then the court would have to rule in favor of <br />vacating the park in order for the action to be legal and final. The City <br />Administrator suggested notifying the people concerned to discuss the issue <br />.at a Council meeting. Mayor Madsen indicated he would handle the matter <br />and.contact some residents infhe area to determine a possible course of <br />act~on. <br /> <br />B. Elected Officials Guidebook <br /> <br />The City Administrator suggested a list of Elected Officials guidebooks of <br />useful tips and information for review by the counci1members. <br /> <br />C. 101 Bridge <br /> <br />The City Administrator indicated he had met with Wright County engineer, <br />Larry Koenig, to review the 11 proposals submitted for engineering services <br />related to construction of the old Highway 101 bridge and narrowed the <br />proposals to the following three: Howard Needle, Tammen, Bergendoff; Toltz, <br />King, Duvall, Anderson; and Strgar and Roscoe. The City Administrator indi- <br />cated they were all very good proposals and good companies. Mr. Koenig and <br />the City Administrator will be meeting with each company and then will make <br />a recommendation to the Council based on engineering services, and financial <br />considerations. Mayor Madsen asked how the project would be funded. The <br />City Administrator indicated he expected it to be 100% funded through state <br />and federal sources. <br /> <br />16. 1980 Bingo License forSt. Andrews Church <br /> <br />COUNCILMAN DUITSMAN MOVED APPROVAL OF THE 1980 BINGO LICENSE FOR ST. ANDREWS CHURCH. <br />COUNCILMAN ENGSTROM SECONDED THE MOTION. MOTION PASSED 3-0. <br />
