The City Administrator further indi- <br />cated the specifications were written to protect the City and to avoid potential <br />problems because the bidding process was open to all persons or companies wishing <br />to bid, not only local vendors. The City Administrator indicated the specifica- <br />tions used were approximately the same as those used by the Hennepin County <br />Joint Purchasing Cooperative. The City Administrator indicated another option <br />for purchase of a squad car was available through Hennepin Joint Purchasing <br />bids. The City Administrator indicated there were 11 bidders on the police squad <br />car specifications with Ridgeda1e Ford the lowest bidder for the full sized car, <br />with an LTD at the price of $6,489.47, Bloomington Chrysler Plymouth with the low <br />bid for the intermediate sized car with the Vo1are including police package at a <br />price of $6,036.03. Mayor Madsen asked if the Vo1are bid met our specifications. <br />The City Administrator indicated the Vo1are with the 318 cubic inch engine did <br />meet our specifications. Councilman Duitsman indicated he was not in favor of <br />the bids received. Mayor Madsen suggested rebidding the police squad car or <br />using the Hennepin County Joint Purchasing. COUNCILMAN DUITSMAN MOVED THAT THE <br />BIDS FOR A POLICE SQUAD CAR BE REJECTED AND MOVED APPROVAL OF THE PURCHASE OF A <br />VOLARE WITH A 318 CUBIC INCH ENGINE PER HENNEPIN COUNTY JOINT PURCHASING SPECI- <br />FICATIONS FROM BLOOMINGTON CHRYSLER PLYMOUTH. COUNCILMAN ENGSTROM SECONDED THE <br />MOTION. MOTION PASSED 3-0. <br /> <br />9. Purchase of Pickup Trucks <br /> <br />The City Administrator indicated the bids for the two pickup trucks were opened <br />January 4, 1980, with only one bid received from Elk River Ford. The bid received <br />was $5,270.12 for a Courier pickup and $5,270.80 for the alternate bid for a <br />half-ton full sized pickup. The City Administrator further indicated that the <br />Hennepin County Joint Purchasing Cooperative had received bids from 18 bidders <br />for light trucks and administrative vehicles. Of the 18 vendors, 3 bid on <br />economy sized pickups. The low bid to Hennepin County Joint Purchasing was for <br />a Courier with a 2.3 litre engine from Ge1co for the price of $4,836.87. The <br />City Administrator reviewed prices through Hennepin County Joint Purchasing on <br />the half ton pickup, heavy duty half ton pickup and other economy pickups, all <br />with different options, as well as a review of the EPA ratings for the different <br />trucks. Mayor Madsen suggested buying two economy pickups, one with a 2.3 litre <br />engine and one with a 1.8 litre engine. Councilman Duitsman agreed with the Mayor's <br />suggestion of the purchase of the two pickups, one with each size engine. COUNCIL- <br />MAN ENGSTROM MOVED THAT BIDS FOR THE TWO PICKUP TRUCKS BE REJECTED AND MOVED <br />APPROVAL OF THE PURCHASE OF TWO COURIER PICKUP TRUCKS, ONE WITH A 2.3 LITRE ENGINE <br />AND YELLOW COLOR, AND ONE WITH A 1.8 LITRE ENGINE, ANY COLOR, WITH AIR CONDI- <br />TIONING FROM GELCO CORPORATION PER HENNEPIN COUNTY JOINT PURCHASING COOPERATIVE <br />SPECIFICATIONS. COUNCILMAN DUITSMAN SECONDED THE MOTION. MOTION PASSED 3-0. <br /> <br />10. Petition for Street Lights at Intersection of Hwy. 10 and Simonett Drive <br /> <br />Mrs. Lorna Grant, representing the residents of Simonett Drive, presented a peti- <br />tion for installation of a street light at the intersection of Hwy. 10 and <br />Simonett Drive. Mr. Tom Eckdah1, a resident from Simonett Drive, indicated it <br />was a bad intersection and leaving it unlighted would contribute to an already <br />bad situation. Mayor Madsen indicated that the Elk River Municipal Utilities <br />could not provide street lighting for the rural taxing district of the City. <br />Councilman Duitsman explained that Elk River Municipal Utilities provides and <br />pays for all street lighting in the City, which is a benefit of the urban taxing <br />district, and simply could not provide street lighting in the rural area of the <br />City.
