<br /> <br />City Council Minutes <br />November 1. 1982 <br />Page Three <br /> <br />The City Administrator indicated that he had contacted the contractor of the School <br />Street project regarding a curb along the edge of the downtown parking lot, and <br />further indicated that the cost quoted for the curb would be approximately $1,500. <br />The City Adminisrator further indicated that the City's Building and Zoning Ad- <br />ministrator, Mr. Rick Breezee, and the City's Wastewater Treatment Plant Super- <br />visor, Mr. Darrell Mack, indicated that they felt the City crew could put in <br />a concrete curb for approximately $200.00. <br /> <br />Further discussion was carried on regarding the type of curb to be used along the <br />edge of the downtown parking lot to hold the rock in place. The City Administrator <br />indicated that he felt the concrete curb was an inexpensive solution to the problem. <br /> <br />COUNCILMAN ENGSTROM MOVED TO AUTHORIZE CITY STAFF TO PROCEED WITH THE CONSTRUCTION <br />OFA CONCRETE CURB ALONG THE EDGE OF THE DOWNTOWN PARKING LOT. COUNCILMAN DUITSMAN <br />SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />7. Hearing Date for Donahue Industrial Revenue Bond <br /> <br />The City Administrator indicated that in October of 1982, the City Council gave <br />preliminary approval to industrial revenue bonds for an addition to the Post <br />Office building. The City Administrator further indicated that the bonds have been <br />marketed and the bond attorney wants a public hearing date scheduled. <br /> <br />COUNCILMAN TOTH MOVED TO CALL FOR A PUBLIC HEARING ON NOVEMBER 22, 1982 FOR THE <br />APPROVAL OF INDUSTRIAL REVENUE BONDS FOR PAT DONAHUE - POST OFFICE FACILITY <br />ADDITION. COUNCILMAN ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />8. Administrator's Update <br /> <br />A. Construction of County Road 1133 <br /> <br />The City Administrator indicated that Mr. Russ Matchinsky, County Highway <br />Engineer, has indicated that the sub base for the construction of the new sec- <br />tion of County Road 1133 is completed and that Class 5 should be put on in the <br />next few days. The City Administrator indicated that the road should be in <br />drivable shape for the winter and that blacktopping is scheduled for next <br />spring. General discussion was carried on regar~ngthe exact location of the <br />new section of County Road 1133. Further discussion was carried on regarding <br />the newly constructed intersection at County Road 111 and Proctor Avenue. <br /> <br />B. School Street <br /> <br />The City Administrator indicated that the blacktopping has been completed on <br />School Street and that the signing and striping are left to be completed. The <br />City Administrator further indicated that the sodding and seeding has been <br />completed. Councilman Toth indicated that there was some sod left to be placed <br />along School Street and that a tree root was still exposed on the Thompson <br />property. General discussion was carried on regarding the fill that was <br />placed on the Morrell property. <br /> <br />The City Administrator indicated that the contractor has started forming <br />for the sidewalk along Irving Avenue and that the concrete. should be poured <br />
