Councilman Engstrom further <br />complimented the Police Department on their efficient efforts in working in <br />conjunction with the Sheriff's Department. <br /> <br />5. Ordinance 82...11 Regarding Planning Commission Meeting Dates <br /> <br />Mayor Hinkle indicated that since the City Council has decided it will meet <br />regularly four Mondays per month, it was necessary for the City's Planning <br />Commission to. change their regular meeting date so that it does not conflict <br />with other City meetings. Mayor Hinkle further indicated that the Planning Commis- <br />sion has recommended that the City Council amend the City Code to provide for a <br />regular meeting on the fourth Tuesday of each month. <br /> <br />COUNCILMAN ENGSTROM MOVED TO ADOPT ORDINANCE 82-11 AMENDING SECTION 214.06 OF THE <br />CITY CODE PROVIDING FOR REGULAR MONTHLY MEETINGS OF THE PLANNING COMMISSION ON <br />THE FOURTH TUESDAY OF EACH MONTH. COUNCILMAN DUITSMAN SECONDED THE MOTION. THE <br />MOTION PASSED 4-0. <br /> <br />6. 1983 Budget Levies <br /> <br />Councilman Duitsman indicated that he was concerned with the 1983 Certificate of <br />Indebtedness levy, should the City Council choose not to authorize the purchase <br />of two police cars. General discussion was carried on regarding the 1982 Certifi- <br />cates of Indebtedness and what pieces of equipment were purchased under that bond <br />issue. General discussion was carried on regarding the Sewer Department portion <br />of the 1982 Certificates of Indebtedness. Councilman Duitsman indicated that he <br />felt the Sewer Department should pay for its share of the 1982 Certificates of <br />Indebtedness and that amount should not be levied with the general tax levy. <br /> <br />Further discussion was carried on regarding the police cars and the need for two <br />new police cars in 1983.. It was the general consensus of the City Council to <br />change the tax levy for the 1982 Certificate of Indebtedness and to present the <br />amended proposed levy to the City Council for approval. It was the consensus of <br />the City Council to start the budget process at the next scheduled City Council <br />meeting and to include the Sewer Department in the budget review. <br /> <br />7. Downtown Flag Pole <br /> <br />Mayor Hinkle indicated that the Beautification Committee has been informed that <br />the Cretex Company does not have the equipment to erect an 88 foot flag pole. <br />Mayor Hinkle indicated that the City of Elk River would have to provide for the <br />erection of the flagpole. Mayor Hinkle further indicated that the Cretex Company <br />has equipment to erect a 60 foot pole and that the pole erection should be done <br />after the ground freezes. <br /> <br />COUNCILMAN DUITSMAN MOVED TO APPROVE THE INSTALLATION OF A 60 FOOT FLAG POLE IN THE <br />DOWNTOWN PARK TO BE DONATED BY THE CRETEX COMPANY AND ERECTED BY THE CRETEX COMPANY. <br />COUNCILMAN TOTH SECONDED THE MOTION. THE MOTION PASSED 4-0. <br />
