The City Administrator further indicated there would not be a boulevard and instead, blacktop would be placed between the side- walk and the curb. The City Administrator indicated that with regard to the assessments on School Street, credit was allowed for dry wells to the properties of which the owners that paid the dry well assessment were still the property owners. The City Administrator further indicated that properties that have been sold did not receive credit notices. Mr. Gary Rohling questioned how the credit for the dry wells was figured. The City Administrator indicated that credit is proposed to be given to the property owners that paid the dry well assessment and still own the property in the School Street assessment project. D. County Fairgrounds Progress The City Administrator indicated that he, Mayor Hinkle and Mr. Don Schumacher met with the County Commissioners regarding the HRA, and at the same meet- ing, the County fairground property was discussed. The City Administrator indicated that the County Commissioners have requested clear title to the property. Mayor Hinkle indicated that in discussion of the fairground prop- erty with the County Commissioner from the Elk River District, the Commission- er indicated that they have received an appraised value of $3,500 per acre for the Gospodar property. Mayor Hinkle further indicated that the Commissioners want a letter of intent from the City to give clear title to the fairground property. Mayor Hinkle further indicated that the County Commissioner in- dicated that the five acres on the north side of Highway #10 has been appraised as five buildable lots at $12,000 per lot. Mayor Hinkle further indicated that he felt there were not five buildable lots and that there was possibly only one buildable lot on the north side of Highway #10. Mayor Hinkle indi- cated that the County Commissioners want information regarding what is con- sidered a buildable lot in that area. Councilman Duitsman recommended that the City of Elk River send a letter of intent to clear title on the fairground property to the County Commissioners. Councilman Toth indicated that he felt the City should receive a letter of intent from the County expressing their intent that the fair will stay in Elk River. The City Administrator indicated that the County Fairboard does have deed to the property and that the restrictions on the deed will expire in 1987. The City Administrator further indicated that the clear title is just a formality. COUNCILMAN DUITSMAN MOVED TO AUTHORIZE THE CITY OF ELK RIVER TO SEND A LETTER OF INTENT TO THE COUNTY COMMISSIONERS TO CLEAR TITLE TO THE FAIRGROUND PROPER- TY AND TO EXPRESS THE CITY'S WILLINGNESS TO CONSIDER A TRADE OF LAND WITH THE COUNTY. COUNCILMAN ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4-0. E. ICMA Conference Report The City Administrator indicated that he had attended the City Manager's Conference in Louisville, Kentucky.
