The City Administrator further indicated there would <br />not be a boulevard and instead, blacktop would be placed between the side- <br />walk and the curb. <br /> <br />The City Administrator indicated that with regard to the assessments on <br />School Street, credit was allowed for dry wells to the properties of which <br />the owners that paid the dry well assessment were still the property owners. <br />The City Administrator further indicated that properties that have been <br />sold did not receive credit notices. <br /> <br />Mr. Gary Rohling questioned how the credit for the dry wells was figured. <br />The City Administrator indicated that credit is proposed to be given to <br />the property owners that paid the dry well assessment and still own the <br />property in the School Street assessment project. <br /> <br />D. County Fairgrounds Progress <br /> <br />The City Administrator indicated that he, Mayor Hinkle and Mr. Don Schumacher <br />met with the County Commissioners regarding the HRA, and at the same meet- <br />ing, the County fairground property was discussed. The City Administrator <br />indicated that the County Commissioners have requested clear title to the <br />property. Mayor Hinkle indicated that in discussion of the fairground prop- <br />erty with the County Commissioner from the Elk River District, the Commission- <br />er indicated that they have received an appraised value of $3,500 per acre for <br />the Gospodar property. Mayor Hinkle further indicated that the Commissioners <br />want a letter of intent from the City to give clear title to the fairground <br />property. Mayor Hinkle further indicated that the County Commissioner in- <br />dicated that the five acres on the north side of Highway #10 has been appraised <br />as five buildable lots at $12,000 per lot. Mayor Hinkle further indicated <br />that he felt there were not five buildable lots and that there was possibly <br />only one buildable lot on the north side of Highway #10. Mayor Hinkle indi- <br />cated that the County Commissioners want information regarding what is con- <br />sidered a buildable lot in that area. <br /> <br />Councilman Duitsman recommended that the City of Elk River send a letter of <br />intent to clear title on the fairground property to the County Commissioners. <br />Councilman Toth indicated that he felt the City should receive a letter of <br />intent from the County expressing their intent that the fair will stay in <br />Elk River. The City Administrator indicated that the County Fairboard does <br />have deed to the property and that the restrictions on the deed will expire <br />in 1987. The City Administrator further indicated that the clear title is <br />just a formality. <br /> <br />COUNCILMAN DUITSMAN MOVED TO AUTHORIZE THE CITY OF ELK RIVER TO SEND A LETTER <br />OF INTENT TO THE COUNTY COMMISSIONERS TO CLEAR TITLE TO THE FAIRGROUND PROPER- <br />TY AND TO EXPRESS THE CITY'S WILLINGNESS TO CONSIDER A TRADE OF LAND WITH THE <br />COUNTY. COUNCILMAN ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />E.
