<br /> <br />REGULAR WEEKLY SCHEDULED MEETING OF THE <br />ELK RIVER CITY COUNCIL <br />HELD AT THE ELK RIVER PUBLIC LIBRARY <br />NOVEMBER 1, 1982 <br /> <br />Members Present: Mayor Hinkle, Councilmembers Schuldt, Engstrom, Toth and Duitsman <br /> <br />Members Absent: None <br /> <br />1. The meeting was called to order at 7:30 p.m. by Mayor Hinkle. <br /> <br />2 . Agenda <br /> <br />Item 7~ - Hearing Date for Donahue Industrial Revenue Bonds, Item 3 under <br />Committee Session - Parking Lot on Railroad Drive, and Item 4 under Committee <br />Session - Recognition of the Athletic Team, are all items added to the November <br />1, 1982 City Council Agenda. <br /> <br />COUNCILMAN SCHULDT MOVED TO APPROVE THE NOVEMBER 1, 1982 CITY COUNCIL AGENDA AS <br />AMENDED. COUNCILMAN TOTH SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />3. Minutes <br /> <br />COUNCILMAN DUITSMAN MOVED TO APPROVE THE MINUTES OF THE OCTOBER 18, 1982 CITY <br />COUNCIL MEETING. COUNCILMAN SCHULDT SECONDED THE MOTION.. THE MOTION PASSED 4-0. <br /> <br />4. Open Mike <br /> <br />Mr. Gary Santwire requested that the City Council consider discussion of the pro- <br />posed industrial revenue bonds for his development project in the Barrington Place <br />Planned Unit Development at the next City Council meeting. Mr. Santwire indicated <br />that he would like to propose a pro-forma statement to the City Council regarding <br />the commercial project. Mr. Santwire indicated that he would submit general finan- <br />cialpicture of the projectto the City Council, which would involve rental rates, <br />tennants, land cost and special assessments. Mr. Santwire further indicated that <br />he would provide this information to the City Council for their review prior to <br />the City Council meeting scheduled for November 8, 1982. It was the general con- <br />sensus of the City Council to consider Mr. Santwire's proposal at the next scheduled <br />City Council meeting. <br /> <br />Mayor Hinkle indicated that he would like to publically recognize the Elk River <br />Police Department. Mayor Hinkle indicated that he wanted to commend the department <br />on their work in public safety and further indicated that he has received many <br />compliments from local citizens on the work of the Police Department. Mayor <br />Hinkle indicated that even though the department did receive criticism in October, <br />he would like to commend the Police Chief and his department for the services that <br />they have performed for the City of Elk River. <br /> <br />Councilman Duitsman indicated that he was in full agreement with the Mayor and his <br />public recognition of the Police Department. Councilman Schuldt commended the <br />Police Department and their recent efforts in solving burglaries in the City of <br />Elk River. Councilman Toth indicated that he was in agreement with the rest of <br />
