<br /> <br /> <br /> <br />City Council Minutes <br />May 17, 1982 <br />Page Three <br /> <br />Jarmoluk of the City Beautification Committee. indicated to the City Council <br />that they, as a committee, needed financial support from the City Council in <br />order to accomplish some of the beautification tasks that they had proposed to <br />the City Council last year. <br /> <br />Councilman Duitsman indicated that he thought the City Beautification Committee <br />was going to make the recommendation to the City Council and that the Beautifica- <br />tion Committee was to. get the work done. The City Administrator indicated that <br />the City Beautification Committee was established to assist the City Council in <br />trying to improve some of the areas of the City. Mr. Tony Jarmoluk indicated that <br />the Beautification Committee feels they need a committment of some financial support <br />from the City Council in order to accomplish the tasks they recommended. <br /> <br />Mayor Hinkle indicated that he was responsible for appointing the committee and <br />felt that a whole year has gone by without much of anything done. Mayor Hinkle <br />indicated that there was no incentive by anyone in the downtown area to improve <br />the area. Mayor Hinkle further indicated that he felt the City needed to create <br />that incentive. Mayor Hinkle indicated that he felt the City could spruce up the <br />downtown by cleaning up the parking lots and then perhaps this may catch on to the <br />store owners and they may clean up their sidewalks and their back entrance areas. <br />Mayor Hinkle further indicated that he felt it should be a joint effort between <br />the community and the store owners to clean up the downtown area. MayorHinkle <br />indicated that he felt the downtown store owners could match funds with the City <br />to improve the downtown park and parking lot. <br /> <br />Councilman Schuldt indicated that at the July 6th, 1981. City Council meeting. the <br />City Council authorized $2,000 for the improvement of the downtown park area and <br />further indicated that on July 20th. 1981. the City Council suggested the City work <br />with the store "owners and the City Planner to clean up the back entrances of the <br />stores. Mr. Murray Mills of the Coast to Coast store, indicated that he was one of <br />the prime offenders of the storage of boxes and junk in the back areas of the store <br />and further indicated that he felt something needed to be done. Mr. Mills further <br />indicated that he felt a cleanup of the City parking lot and the back of the stores <br />should be implemented as part of the redevelopment plan for the downtown area. <br /> <br />Mayor Hinkle indicated that he felt a general housework cleanup and painting could <br />make a large improvement for the area. Councilman Duitsman indicated that because <br />of the financial problems the state has, which affects the City. he felt that the <br />City could support $4,000 at a maximum for the improvement of the downtown park and <br />parking area. <br /> <br />Mr. Tony Jarmoluk indicated that he would approach the retail businesses to raise <br />money to meet the funds committed by the City. <br /> <br />Councilman Engstrom suggested that new trees be planted in the downtown area and <br />that the planting of these trees should be in conjunction with the redevelopment <br />plan. Mr. Jarmoluk indicated that Ak-Sar-Ben has submitted a plan for the downtoWn <br />park and parking lot. The City Administrator requested that Mr. Jarmoluk bring the <br />plan to the City Staff for review with Mr. Zack Johnson, the City Planner, so that <br />it will be in consistence with the redevelopment plan. <br />
