COUNCIL- <br />MAN ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />6. Property Valuation Adjustment for George and Carol Melby <br /> <br />The City Administrator indicated that at the Board of Review meeting, the City Coun- <br />cil was made aware of a discrepancy in a property valuation for the property owned by <br />George and Carol Melby in the Grandview Addition. The City Administrator further <br />indicated that in reviewing the Assessor's records, it is apparent that a mistake <br />was made on the property valuation and that it is in fact much lower than it should <br />be, in relation to the other properties around their specific property. The City <br />Administrator indicated that it is recommended that the City Council recommend to <br />the County Board of Review, that the valuation of Lot 4, Block I, in the Grandview <br />Addition, owned by George and Carol Melby be raised from $12,000 to the correct <br />amount of $19,100. <br /> <br />COUNCILMAN DUITSMAN MOVED TO RECOMMEND TO THE COUNTY BOARD OF REVIEW, THE VALUATION <br />OF LOT 4, BLOCK I, IN THE GRANDVIEW ADDITION TO BE CORRECTED FROM $12,000 TO <br />$19,100. COUNCILMAN SCHULDT SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />7. Construction of Sidewalks on Irving Avenue <br /> <br />The City Administrator indicated that Mr. Terry Mauer of Consulting Engineers Diver- <br />sified, was present to present plans showing exactly how and where the sidewalk could <br />be constructed along Irving Avenue. Mr. Terry Mauer indicated that their survey crews <br />did the field work for the proposed sidewalk along Irving Avenue, and further indi- <br />cated that a five-foot sidewalk, immediately back of the curb of the street is pro- <br />posed. Mr. Mauer indicated that there are some obstructions along the area that <br />would be used for the sidewalk but most of the obstructions are owned by the City, <br />for example, power poles and hydrants. Councilman Toth indicated that the proposal <br />for the construction of a sidewalk along Irving Avenue came about due to the area <br />residents making the request. Councilman Toth further indicated that the residents <br />did not want to pay for the project, but as Irving Avenue is a state aid street, <br />the sidewalk could be put in with state aid funds. <br /> <br />Mr. Norbert Schefers questioned the need of a sidewalk along Irving Avenue, and further <br />indicated that the trees along the avenue would break up the sidewalk. Mr. Schefers <br />also indicated that it was in his opinion that no one along Irving Avenue wanted the <br />sidewalk. Mr. Leonard Kokott submitted a petition signed by approximately 80 percent <br />of the residents, against the sidewalk project. Mr. Kokott further questioned the <br />maintenance of the sidewalk. Mr. Richard Osterman indicated that he had signed the <br />petition against the sidewalk and further indicated that he is concerned regarding <br />the maintenance of the sidewalk and also that the trees would eventually break up the <br />sidewalk. Mr. Osterman further indicated that he felt the cure would be worse than <br />the cause. <br /> <br />Mayor Hinkle indicated that there were sidewalks on Main Street that could use re- <br />pair and that it was his opinion that if the people along Irving Avenue did not want <br />the sidewalk, the state aid funds should be used for other projects.
