<br /> <br /> <br /> <br />City Council Minutes <br />May 17, 1982 <br />Page Two <br /> <br />Mr. Jim LaRock indicated that he was in favor of the City Council adopting a <br />policy setting the number of liquor licenses to be issued and the number of non- <br />intoxicating malt liquor licenses to be issued. Mayor Hinkle indicated that he <br />felt it was an issue the City Council must deal with. <br /> <br />5. Revised Firearms Ordinance - Continuation of Public Hearing <br /> <br />Mayor Hinkle indicated that a committee of members of the St. Louis Park Gun Club, <br />local hunters and local residents, as well as the City Counci1members, met to re- <br />view the firearms ordinance and make the corrections as suggested. The City Ad- <br />ministrator reviewed the changes made in the firearms ordinance. The City Admin- <br />istrator indicated that the language for bow and arrows was taken from the State <br />Statute. The City Administrator further indicated that Section 404.08 addressed <br />the issue of young people out hunting which therefore, requires that minors under <br />the age of fourteen (14) must be in the presence of a parent or guardian and that <br />minors under the age of eighteen (18) years shall have written consent of parent or <br />guardian or police officer. <br /> <br />General discussion was carried on between the citizens in attendance and the City <br />Council regarding the age limit and the possession of a firearms safety certifi- <br />cate. It was the general consensus that "a firearms safety certificate" should <br />be added to Section 404.08. <br /> <br />Councilman Schuldt indicated that the City's ordinance is addressing the use of <br />weapons within the City limits and that the State Statute addresses the concern of <br />hunting with the State of Minnesota, and further indicated that these are two sep- <br />arate issues. The City Administrator indicated that in Section 404.12, R-1A was <br />made eligible for the discharge and use of dangerous weapons, as the 500 feet of <br />any building or structure or the boundary of any platted area would apply. Council- <br />man Duitsman suggested that the ordinance should read "R-1A unplatted areas", in <br />order to make the definition more clear. <br /> <br />It was the general consensus that in Section 404.12, No.2, the word "unplatted" <br />should be inserted after "R-1A", and in Number 3, Sub-paragraph (iii), the word <br />"unplatted" should be included after "R-1A". The City Administrator indicated <br />that in Number 4, of Section 404.12, the section was expanded to allow the discharge <br />of large rifles in A-I zones. A questions was asked regarding the process for the <br />application of a club permit. Councilman Duitsman indicated that he felt the club <br />permit should be issued until the time there would be a problem and the Council <br />would determine that it should be revoked. <br /> <br />COUNCILMAN TOTH MOVED TO ADOPT ORDINANCE 82-3, AN ORDINANCE AMENDING SECTION 404 <br />OF THE CITY CODE ORDINANCES WITH THE CHANGES AS FOLLOWS: THE ADDITION OF "FIRE- <br />ARMS SAFETY CERTIFICATE" TO SECTION 404.08 AND THE WORD "UNPLATTED" FOLLOWING R-IA <br />TO SECTION 404.12, SUB-SECTION 1 AND SUB-SECTION 3 (iii). COUNCILMAN DUITSMAN SEC- <br />ONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />5~. City Beautification Committee <br /> <br />Mayor Hinkle indicated that it has been suggested that the City establish collection <br />points for junk and that the City may pick up and haul it to the dump.
