<br /> <br /> <br /> <br />City Council Minutes <br />March 1, 1982 <br />Page Three <br /> <br />Councilmember Toth indicated that with the increase in fees, he expected all inspec- <br />tions be made and that no system be allowed to be covered without a City inspec- <br />tion. Several Councilmembers agreed with Councilmember Toth's comments. <br /> <br />COUNCILMAN DUITSMAN MOVED TO REQUIRE CITY INSPECTION FOR ALL ON-SITE SANITARY <br />SEWER SYSTEMS WITHIN THE CITY OF ELK RIVER AND THAT AT THE TIME OF BUILDING PERMIT <br />ISSUANCE, BUILDERS BE INFORMED OF THIS REQUIREMENT. COUNCILMAN TOTH SECONDED THE <br />MOTION. THE MOTION PASSED 4-0. <br /> <br />8. County Road 1 Overlay Plan Approval <br /> <br />Mayor Hinkle indicated that the County was proposing to place a two (2) inch <br />overlay on County Road 1 from its intersection with County Road 32, north to <br />County Road 4 in the Zimmerman area. The Mayor indicated that because this was <br />a federally funded project, it was .required that the City approve of the County's <br />plans. <br /> <br />COUNCILMEMBER TOTH MOVED APPROVAL OF A RESOLUTION APPROVING THE RESURFACING OF <br />COUNTY ROAD 111 AS PROPOSED BY SHERBURNE COUNTY. COUNCILMAN ENGSTROM SECONDED THE <br />MOTION. THE MOTION PASSED 4-0. <br /> <br />9. Library Board Appointment <br /> <br />Councilmember Toth indicated that he personally knew Betty Zehringer and that <br />she was a capable and enthusiastic person and as such, would make a good library <br />boardmember. <br /> <br />COUNCILMAN TOTH MOVED APPROVAL OF BETTY ZEHRINGER FOR A THREE (3) YEAR TERM ON <br />THE LIBRARY BOARD. COUNCILMAN DUITSMAN SECONDED THE MOTION. THE MOTION PASSED <br />4-0. <br /> <br />10. Administrator's Update <br /> <br />A. Joint Meeting with the Utilities Commission to Discuss Water Department <br /> <br />The City Administrator indicated that the Utilities Commission had requested <br />a meeting on the 17th of March to discuss the Water Department and its con- <br />trol. It was the concensus of the Council that March 29th was a preferred <br />meeting date with the Utilities Commission and asa second alternate, March 31st. <br /> <br />B. Alltool Industrial Revenue Bond <br /> <br />The City Administrator distributed a letter from Springsted, Inc., regarding <br />the financial analysis of the A1ltool industrial revenue bond. The City <br />Administrator indicated that the Springsted letter had raised several questions <br />regarding the financial information presented by the A1ltool oWners which the <br />Administrator would attempt to address and answer, prior to the next City Coun- <br />cil meeting. <br />
