<br /> <br />City Council Minutes <br />March 1, 1982 <br />Page Two <br /> <br />, <br /> <br />be willing to submit a plan for screening and landscaping the Custom Motors prop- <br />erty by April 1st to the City's Building and Zoning Administrator for his review. <br />The Councilmembers indicated that there would be some flexibility on this date if <br />weather conditions did not allow the necessary work to be done to complete the <br />landscaping and screening plan. The Council concensus was to agree that the Custom <br />Motors owners could submit a plan to the Building and Zoning Administrator by April <br />1st for his review and the City Council's review to determine if compliance has been <br />made with the conditions imposed on Custom Motors in their conditional use permit <br />from 1978. <br /> <br />6. Increase in Building Permit Fees <br /> <br />The City Administrator reviewed the request for an increase in the building permit <br />fees for calendar year 1982. The Administrator indicated that the subject had been <br />reviewed by the City Council during budget discussions and that in light of shrink- <br />ing revenue sources and increasing expenditures, it was necessary for the City Coun- <br />cil to consider increasing fees and charges to keep pace with expenses. Council- <br />man Engstrom asked if the fees to be charged would in fact cover the City's costs, <br />and was informed by the Administrator that in most cases, the fees would be adequate <br />to cover the City's costs. The Administrator indicated further that the proposed <br />fee schedule was midway between the current schedule being used by the City of <br />Elk River and the 1979 fee schedule contained in the building code and recommended <br />for use by cities. <br /> <br />COUNCILMAN DUITSMAN MOVED APPROVAL OF THE TWENTY-FIVE PERCENT (25%) INCREASE IN <br />THE CITY'S BUILDING PERMIT FEES, EFFECTIVE MARCH 1, 1982. COUNCILMAN ENGSTROM <br />SECONDED THE MOTION. THE MOTION PASSED 3-1. COUNCILMAN TOTH OPPOSED. <br /> <br />7. Sewer Inspection Fees <br /> <br />Mayor Hinkle briefly reviewed the proposed increase from $10 to $50 for on-site <br />sewer inspection .fees. Mayor Hinkle indicated that this increase did not appear to <br />be out of line because of the work associated with a sewer inspection. Councilman <br />Engstrom indicated he felt the fee was high because under the building permit fee <br />schedule, the valuation of a septic system would result in a lesser charge than <br />the $50. The City Administrator reviewed the cost factors which the City would <br />incur in doing a sewer inspection and indicated that the type of inspections re- <br />quired under the building permit for lower valuations are less numerous and dif- <br />ficult than those required for the same value of a sewer system. Councilmember <br />Toth indicated he had no problem with the increase in fees if in fact the inspections <br />being paid for are accomplished by the City staff. Mayor Hinkle indicated that the <br />fee charge was reasonable due to the amount of work being done and that the fee <br />would represent an average for all systems inspected with some costing the City more <br />and some costing the City less. <br /> <br />COUNCILMAN SCHULDT MOVED TO APPROVE A $50 INSPECTION FEE FOR ON-SITE SANITARY SEWER <br />SYSTEMS. COUNCILMAN DUITSMAN SECONDED THE MOTION. THE MOTION PASSED 4-0. <br />
