<br /> <br /> <br /> <br />City Council Minutes <br />December 21, 1981 <br />Page Two <br /> <br />Councilman Duitsman asked if the plan for the expansion included plans for a <br />sprinkling system for the building. <br /> <br />Ms. Mills indicated that all rooms of the expansion would have a sprinkling <br />system. <br /> <br />Councilman Toth questioned the highway right-of-way property along the nursing <br />home facility and the need of a service road to the planned unit development <br />area north of the nursing home facility. <br /> <br />General discussion was carried on regarding the highway right-of-way and a ser-- <br />vice road for the planned unit development as well as an entrance onto highway <br />fJ169 north of the nursing home property. The possibility of the nursing home <br />purchasing property to the north of the existing facility was also discussed. <br /> <br />Ms. Mills indicated that should Evans be the main street to the plcmned unit de- <br />velopment area, the Guardian Angels Foundation Board would like to see a curve <br />in Evans and a sidewalk along Evans for the nursing home people. <br /> <br />COUNCILMAN TOTHMOVED TO APPROVE THE CONCEPT OF THE GUARDIAN ANGELS FOUNDATION <br />NURSING FACILITY EXPANSION AND THE ISSUANCE OF INDUSTRIAL REVENUE BONDS IF NEC- <br />ESSARY. COUNCILMAN DUITSMAN SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />5~. Advisory Committee <br /> <br />Mayor Hinkle indicated a resolution creating an advisory committee on local govern- <br />ment operations has been proposed to the City Council and that Mr. John Pearce <br />was mentioned as a possible chairman for the committee. Mayor Hinkle indicated <br />that the intent of the committee, in his opinion, is to be an on--goingcommittee <br />to provide input from citizens within the community to the City Council on various <br />projects. <br /> <br />Mr. John Pearce was present to discuss the formation of an advisory committee, the <br />number of members to serve on the committee and the duties and projects of the <br />committee. Mr. Pearce indicated that he felt a committee composed of six members <br />would be necessary to accomplish the tasks of the committee. <br /> <br />General discussion was carried on regarding the need of a staff person as a lia- <br />son person between the City Council and the Local Government Operations Commit- <br />tee, the timing of meetings, and the duties of the committee. General discussion <br />was carried on regarding the need of such a committee. <br /> <br />Councilman Schuldt indicated his concern of the possibility of the dispensing of <br />the committee at some point in time, as the resolution proposed only creates the <br />committee. <br /> <br />The City Administrator indicated that it would take Council action to dispense <br />with the committee at any time. <br />
