The meeting was called to order at 7:30 p.m. by Mayor Hinkle. <br /> <br />2 . Agenda <br /> <br />Item 5~ - An Advisory Committee and Item8~ - Planning Commission Appointment were <br />added to the December 21, 1981 City Council agenda. <br /> <br />COUNCILMAN DUITSMAN MOVED TO APPROVE THE DECEMBER 21, 1981, CITY COUNCIL AGEND1\ <br />AS AMENDED. COUNCILMAN ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />3. Minutes <br /> <br />Mayor Hinkle indicated that a correction to Item II, Larson Appeal to the Board of <br />of Zoning Adjustment, December 7, 1981 City Council meeting, should be corrected <br />as follows: The Planning Commission voted unanimously to approve Mr. Neil Lar- <br />son's request for replacement of the existing pumps and storage tanks. <br /> <br />COUNCILMAN DUITSMAN MOVED TO APPROVE THE DECEMBER 7, 1981, CITY COUNCIL MINUTES AS <br />AMENDED. COUNCILMAN TOTH SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />4 . Open Mike <br /> <br />No one appeared for this item. <br /> <br />5. Guardian Angels Foundation Concept for Nursing Home Facility Expansion <br /> <br />The City Administrator indicated that representatives from the Guardian Angels <br />Foundation were present to propose a concept for expansion of their existing facil- <br />ity to the City Council for their input and approval. <br /> <br />Carol Mills of the Guardian Angels Foundation, indicated that the Guardian Angels <br />Foundation Board went to the Health Systems Agency Board fOD approval of an addi- <br />tion to the existing nursing home facility. Ms. Carol Mills further indicated that <br />the Health Systems Agency Board provided the Guardian Angels Foundation with a Cer- <br />tificate of Need for an expansion to the existing facility and further indicated <br />that the Guardian Angels Foundation would issue either nursing home revenue bonds <br />or seek industrial revenue bond financing from the City of Elk River. Ms. Mills <br />indicated that the proposed expansion would require the sale of bonds in the amount <br />of approximately $1,800,000. Ms. Mills indicated that according to their proposal <br />for the expansion of the facility, the Foundation estimated a 13% interest rate. <br />Ms. Mills indicated that the Guardian Angels Foundation Board would like to re- <br />ceive approval of the concept of the nursing home facility expansion from the <br />City Council~ they would then proceed with selection of their bond underwriters, <br />legal council, and the contractor. <br />
