Mr. Harlicker stated that Precision Tune would be required to comply with the City's nuisance ordinance, just as any other business. Mr. Carlson asked if a traffic study has been done. Mr. Harlicker explained that the site was approved in 1994 for an auto use and mixed retail. City Engineer Terry Maurer noted that this proposal will generate less traffic than originally anticipated. Mr. Carlson asked if a bar and restaurant could be located on this site. Mr. Harlicker stated that use would not be permitted on this site. Mr. Carlson asked if the lights for this site could be turned off at night. Mr. Harlicker stated that something could be worked out with the applicants on this issue. Chair Mesich stated that some lights will be required for security. Mary Butz, 18857 Dodge Street, stated that she observes approximately 1/3 of the Perkins traffic missing the entrance drive and going down Dodge to turn around at the hotel. She spoke in favor of the entrance sign for the Precision Tune to guide traffic to the site. Ms. Butz stated that the landscaped berm needs to be addressed as it is not being taken care of. She asked what color the building would be. Mr. Harlicker stated that the building would be a gray brick and that the Precision Tune site would have a yellow and black awning. Mr. Finnemann displayed samples of the building materials. Arlon Fuchs, 266 Elk Hills Drive, stated that he was surprised an automotive repair use would be allowed in this area. He discussed problems with the automotive uses on Carson Street, located near the Guardian Angels building. Mr. Fuchs stated that when the Elk River Retail Center plat was approved, conditions were • placed on the approval requiring that the berm would be taken care of from the north boundary of the plat down to Elk Hills Drive. Mr. Carlson asked when the project would start. Dean Johnson stated that the project would begin in spring 2001. Mr. Carlson asked if it would be possible to add vegetation to the berm. Mr. Harlicker stated that staff will work with the applicant on additional plantings. Commissioner Chambers asked if the applicant had any ideas who the tenants in the leased space might be. Mr. Finnemann stated that a glass replacement company is interested and that the other tenants will likely consist of small service- oriented businesses. Commissioner Chambers asked if all the tenants would want to be listed on the monument sign on Highway 169. Mr. Finnemann stated that the sign would be designed to accommodate 3-4 tenants. Chair Mesich stated he was not in favor of a gray building, as he did not feel it would blend in well with the residential and the other existing buildings. Commissioner Baker asked what type of material would be used for the monument sign. Mr. Finnemann stated that the materials would match the building. Commissioner Baker asked if the sign would be lit. Mr. Finnemann stated that they would like the sign to be a visible as possible but that they were not opposed to an unlit sign. 0
