The area on the west side of the City, south of the railroad tracks <br /> and north of the Elk River should remain in the Urban Service <br /> District area. This area is mostly developed at this time but future <br /> developments should be aware of fact that municipal sewer and water <br /> may be coming to this vacinity at some time the future. Any future <br /> plats or development should be laid out in a manner that allows for <br /> future subdivision of properties when municipal utilities are <br /> required to be installed. Proposed plats in this area would be <br /> required to prepare for overlays for future division of lots. <br /> 2. The Ridgewood subdivisions between Proctor Avenue and Highway 169 <br /> should remain within the Urban Service District. This area is fully <br /> developed but municipal sewer and water may be required at some time <br /> in the future due to ground water pollution. <br /> 3. That the area in the northeast part of the Urban Service District <br /> around Ulysses Street and 195th Avenue should be transferred to the <br /> two and one half acre development district. The rationale for this <br /> transfer was that the lots are currently developed in a larger sized <br /> manner and that it is unlikely that sewer and water would be required <br /> in this area unless a petition from residents in this area was <br /> received by the City. <br /> 4. That part of the area in the southeast part of the Urban Service <br /> • District from a line parallel with 181st Street and south be excluded <br /> from the District. Additionally, the area north of 181st Street <br /> would remain within the Urban Service District as utilities are <br /> readily available in this vacinity and this area would most likely <br /> develop in a residential manner. The area south of 181st Street most <br /> likely would develop in an Industrial manner. Additionally, if sewer <br /> was required or requested south of 181st Street, such sewer could be <br /> available within a limited amount of time upon receiveing a petition <br /> from the property owners. <br /> 5. That the two and one half acre development district be from the Urban <br /> Service District: to the southern and eastern city limits; north to a <br /> line running from Co. Rd. 33 in the northeast part of the city <br /> running directly west to Highway 169; and then following Co. Rd. 33 <br /> from Highway 169 to the western city limits. <br /> 6. That the remaining area of the City (northern part) be in the one <br /> unit per ten acre zone with serious consideration being given to some <br /> form of cluster development. <br /> MOTION BY ESTELLE GUNKEL TO RECOMMEND TO THE CITY COUNCIL THE THREE <br /> DIFFERENT RESIDENTIAL DEVELOPMENT DISTRICTS FOR ELK RIVER AS SHOWN ON THE <br /> 2/8/88 MAP. MOTION SECONDED BY ARLON FUCHS. MOTION PASSED <br /> UNANIMOUSLY. <br /> It was noted that this map shows the Municipal Service District, the Two <br /> . and One Half Acre District, and the One Per Ten Acre District for <br /> residential development. <br />
