Page 3 <br /> GMPTF Minutes <br /> February 8, 1988 <br /> The Task Force discussed the ten acre minimum lot size district and <br /> debated whether this zone would discourage future growth and if the City <br /> is being to restrictive to property owners. The Task Force concurred <br /> that an area of this nature was needed in order to prevent the premature <br /> extension of municipal services. The Task Force indicated its <br /> preferences for some type of density clustering of residential units <br /> rather than having a straight one unit per ten acre. <br /> The Task Force strongly recommended wide scale publicity in the Elk River <br /> Star Newspaper for public hearings on discussions of the Growth <br /> Management proposals. Lack of public input on the previous land use plan <br /> that was approved approximately ten years ago was a criticism that is <br /> still heard today. Adequate publicity is required in order to eliminate <br /> such comments in the future. <br /> 5. Discussion of Implementation of the Growth Management Plan <br /> City Attorney, Dave Sellergren, discussed with the Task Force the steps <br /> that would be required to end the housing moratorium as approved by the <br /> City Council (or to end portions of the housing moratorium) and how the <br /> residential component of the Growth Management plan could be implemented. <br /> Mr. Sellergren discussed the development and approval of the land use <br /> map, a zoning map, and changes as required by the City Council in the <br /> zoning and subdivision regulations. <br /> It was noted that a change in one part of the subdivision regulations has <br /> a tendency to affect other parts of the City Code and that this <br /> implementation tool must be thouroughly evaluated before changes are <br /> made. <br /> 6. Discussion on Adoption of the Growth Management Plan <br /> It was the concensus of the GMPTF that a work session be held on March <br /> 28, 1988, with the City Council and the Planning Commission for review of <br /> the Growth Management Plan and have its recommendations discussed in <br /> detail. By scheduling this meeting at the end of March, Staff should <br /> have adequate time to put the "finishing touches" on the Growth <br /> Management Plan and to provide recommendations on ending the housing <br /> moratorium and implementing the entire plan. Following this meeting it <br /> was anticipated that a public hearing would be held for review of the <br /> plan by the Planning Commission and that an additional public hearing <br /> would be held before the City Council prior to adoption of the Growth <br /> Management Plan. <br /> It was noted that such public hearings may need to be held at a location <br /> other than the Public Library as a large number of residents may be <br /> attending such hearings. <br /> • <br />
