Memo to Steering Committee Page 2 <br /> March 23, 1995 <br /> • presenting this concept Thursday with possibly some illustrations of sewer <br /> and water line extensions to serve the identified areas within the urban <br /> service area. <br /> The second issue relates to establishing certain development guidelines <br /> within the urban service area to manage growth and provide for the efficient <br /> extension of utilities. The main issue here is the subdivision of land prior to <br /> water and sewer being available. Creating large lot sizes (i.e., 10 acres) <br /> which can be further subdivided in a cost effective and efficient manner will <br /> be the key. While establishing the minimum lot size will be the foundation <br /> for managing this subdivision activity, creative subdivision techniques will <br /> need to be considered to allow subdivisions prior to water and sewer. <br /> For example, "clustering" has been used quite successfully in other areas. <br /> Clustering basically is a concept that would permit subdivision of large tracts <br /> of land in a manner that would still allow efficient subdivision opportunities <br /> when water and sewer are made available. Under this scenario "density" <br /> would be implemented as opposed to a minimum lot size. Therefore, if a <br /> property owner has an eighty-acre parcel and the minimum lot size is, say, 10 <br /> acres, the clustering concept would allow the subdivision of eight lots. These <br /> lots would be clustered together on a portion of the property with the <br /> • majority left vacant for further subdivision opportunities when water and <br /> sewer is made available. <br /> This is one concept that can be applied within the urban service area and still <br /> provide for the efficient extension of utilities. Staff will continue to research <br /> other subdividing tools, allowing subdivision prior to the water and sewer. <br /> Transportation <br /> Once again, Terry Maurer will present the transportation plan to the <br /> Steering Committee. Certainly one of the issues will be the east-west route <br /> through the central part of Elk River. The article in Wednesday, March 15's <br /> Star News, triggered several phone calls and residents coming to City Hall to <br /> obtain more information on this roadway. I also learned late last week that <br /> several "flyers" were distributed to residents within the area of this planned <br /> roadway. In light of all this, there may be a large contingency of residents in <br /> attendance for the discussion on this item Thursday night. <br /> Goals and Policies <br /> Included in the packet, is a copy of goals and policies for Utilities and <br /> Transportation from the current Growth Management Plan.
