Memo to Steering Committee Page 3 <br /> March 23, 1995 <br /> • Recommendation <br /> The issues being addressed by the Steering Committee are by no means easy. <br /> Public opinion on issues may be divided or strongly opposing, only making <br /> the Committee's efforts that much more difficult. However, in order to stick <br /> to any type of a schedule and have this comprehensive plan completed this <br /> summer, certain recommendations will need to be made by the Steering <br /> Committee. The schedule of meeting twice a month is a very aggressive <br /> schedule has no flexibility given public hearing notice requirements and <br /> putting together information for each of the packets. <br /> At this juncture, I think it is worthwhile to point out that although several <br /> important decisions will need to be made by the Committee that may have <br /> long-lasting effects, the comprehensive plan is still a "guide". The plan will <br /> be subject to further review, amendments and additional studies. Therefore, <br /> not all of the "specific details" of a future road alignment, sewer extension or <br /> development guidelines (i.e., ordinances) will need to be decided by the <br /> Steering Committee to be included in the final draft of the comprehensive <br /> plan. Rather, the plan will be a series of goals and objectives along with <br /> various maps, all providing the foundation for how the City should develop in <br /> • the future.
