Ach, City Planner/ pp" <br /> DATE: March 23, 1995 <br /> SUBJECT: Agenda Item Topics <br /> Expanding the Urban Service Area <br /> Terry Maurer will be in attendance Thursday night to present two options <br /> the Steering Committee requested to be brought back for consideration. Each <br /> of the two options include expanding the current boundary of the urban <br /> service area to include the Highway 10 corridor for commercial/industrial <br /> opportunities. Furthermore, additional acreage has been included in a more <br /> • easterly direction for primarily residential purposes. Included in the packet <br /> are minutes from a City Council meeting held June 15, 1993, discussing <br /> sewer and water down Highway 10. <br /> The Committee should be aware that the area lying west of Meadowvale <br /> Heights development to the western City limits and north of the railroad <br /> tracks has not been included in either option. This area was discussed at the <br /> last meeting and since, several phone calls have been made to City Hall and <br /> "flyers" distributed throughout those affected neighborhoods. I suspect <br /> several residents will be in attendance Thursday night to voice their <br /> opposition to being included in the urban service area. This affected area is <br /> not currently included within the urban service area and given the existing <br /> homes on lots ranging in size from two to five acres could easily be left out. <br /> Lastly, as discussed at the last Steering Committee meeting, it was <br /> suggested that once the urban service area is identified, certain subdivision <br /> and development guidelines will need to be considered. These guidelines will <br /> assist in managing the timing and size of development activity within the <br /> urban service. <br /> The timing can be managed through "phasing" techniques. For example, <br /> • dividing the ultimate service area into sub-districts with an attached time <br /> frame when sewer and water could be expected.
