<br />. <br /> <br />. <br /> <br /> <br />City Council Minutes <br />December 17, 1984 <br />Page Seven <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO APPROVE AN AD NISTRATlVE SUBDIVISION RE UEST FOR <br />THE TESCOM CORPORATION TO ALLOW THEM TO ADD A 2 ACRE PARCEL OF PROPERTY TO THEIR <br />EXISTING 4.36 ACRE PARCEL OF PROPERTY IN THE NDUSTRIAL PARK. COUNCILMEMBER GUNKEL <br />SECONDED THE MOTION. THE MOTION PASSED 3-0. <br /> <br />16. Preliminar <br /> <br />the Main Stree <br /> <br /> <br /> <br />Mayor Hinkle indicated that in the City's capital improvement program, the Main <br />Street Bridge is scheduled for repalcement in 1987. Mayor Hinkle further indicated <br />that originally it was anticipated that the MSA funds would be utilized to finance <br />the replacement of the bridge, but because of the high costs associated with the <br />bridge replacement, it is suggested that the City's engineer look for other alterna- <br />tives. Mayor Hinkle indicated that in Mr. John Gilber~son's memorandum, Mr. <br />Gilbertson indicated that a combination of Federal bridge replacement funds and <br />State bridge replacement funds could be made available. Mayor Hinkle indicated <br />that the time associated with the Federal and State bridge replacement funds <br />requires approximately two years, and in order for the City to become eligible <br />for that funding, the City must complete two studies; 1) a project development <br />report and, 2) a location design study. Mayor Hinkle indicated that it is <br />recommended that the City Council authorize the completion of,a project develop- <br />ment report and a location design study. <br /> <br />General discussion was carried on regarding the ratings as done on an annual basis <br />by the State. Discussion was also carried on regarding the cost range for the <br />study. Councilmember Duitsman indicated that he wanted a more firm commitment <br />from the City Engineer regarding the cost of the study. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO AUTHORIZE THE CITY'S ENGINEER TO COMPLETE A PROJECT <br />DEVELOPMENT REPORT AND A LOCATION DESIGN STUDY FOR THE MAIN STREET BRIDGE REPLACE- <br />MENT. COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED 3-0. <br /> <br />17. <br /> <br />Acceptance of Countryside Acres Roads <br /> <br />Mayor Hinkle indicated that the City has received a memorandum from the City's <br />engineer regarding the acceptance of the Countryside Acres roads. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO APPROVE AND ACCEPT THE COUNTRYSIDE ACRES ROADS WITH <br />THE CONDITION THAT A WARRANTY BOND BE MAINTAINED BY THE DEVELOPER FOR A PERIOD OF <br />ONE YEAR. COUNCILMEMBER DUITSMAN SECONDED THE MOTION. THE MOTION PASSED 3-0. <br /> <br />18. Participation in Joint Comparable Worth Study <br /> <br />The City Administrator indicated that the State of Minnesota adopted legislation <br />that requires that all Minnesota cities, counties, townships and school districts <br />adopt a comparable worth plan by October 1, 1985 with a two....yearperiod to make <br />changes necessary. The City Administrator indicated that the Association of Metropol- <br />itan Cities and the Coalition of Outs tate Cities have joined together to conduct a <br />joint comparable worth study. The City Administrator indicated that the joint com- <br />parable worth study would provide a large savings to the City, would be more complete <br />and defensable, should it be required.
