<br /> <br /> <br /> <br />City Council Minutes <br />October 1, 1984 <br />:Page Eight <br /> <br />Staff's recommendation that the Council authorize Railroad Drive and Irving Avenue <br />to be made two-way streets now. The City Administrator indicated that if Irving <br />Avenue becomes a two-way street, the mail drop box will have to be relocated. The <br />City Administrator indicated that in his discussion with the City Street Super- <br />intendent regarding two-way traffic on Irving, it was suggested that the mail <br />drop box be placed on an island in the parking lot across from what was Adam's .-: <br />furniture. <br /> <br />Councilmember Schuldt indicated that he had discussed the possibility of two-way <br />traffic on Railroad Drive and Irving Avenue with both the City's Street Super- <br />intendent and the Police Chief. Councilmember Schuldt indicated that in his <br />discussions, both the City's Street Superintendent and the Police Chief also <br />indicated to him that it would be best to dispense with the one-way traffic and <br />allow two-way traffic on both streets. <br /> <br />Discussion was carried on regarding signage or a small island or some other means <br />to let motorists know that a left turn cannot be made from Railroad Drive onto <br />Jackson Avenue. <br /> <br />COUNCILMEMBER ENGSTROM MOVED TO AUTHORIZE A TRAFFIC CHANGE TO TWO-WAY STREETS ON <br />RAILROAD DRIVE AND IRVING AVENUE AND TO MARK THE CHANGE WITH SIGNS AND STRIPING <br />WITH NO LEFT TURN SIGNS ON TO JACKSON AVENUE FROM RAILROAD DRIVE. COUNCILMEMBER <br />DUITSMAN SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />Mayor Hinkle indicated that he received a request for stop sign at the intersection <br />of 5th Street and Twin Lakes Road. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO AUTHORIZE THE CITY ADMINISTRATOR TO REQUEST THE COUNTY <br />TO :PLACE A STO:P SIGN. AT 5TH STREET AND TWIN LAKES ROAD. COUNCILMEMBER ENGSTROM <br />SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />Mayor Hinkle indicated that he has received a request that the City Council consider <br />a street light at the corner of 5th Street and Twin Lakes Road. The City Admin- <br />istrator indicated that if there was a pole there, the Elk River Utilities would <br />just have to mount a light head, which would cost approximately $400.00. <br /> <br />COUNCILMEMBER ENGSTROM MOVED TO AUTHORIZE A STREET LIGHT AT THE CORNER OF 5TH STREET <br />AND TWIN LAKES ROAD. COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED <br />4-0. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO AUTHORIZE STOP SIGNS ON GATES AVENUE AND HOLT AVENUE <br />AT SCHOOL STREET. COUNCILMEMBER DUITSMAN SECONDED THE MOTION. THE MOTION PASSED <br />4-0. <br /> <br />Councilmember Gunkel indicated that the street department should be sure that the <br />stop signs at Gates Avenue and at Holt are visable. <br /> <br />10. Administrator's Update <br /> <br />A. Cable Television <br /> <br />The City Administrator indicated that the cable company had a ground-breaking <br />ceremony in Buffalo last week and further indicated that the City of Elk River <br />
