<br /> <br /> <br /> <br />Council Minutes <br />October 1, 1984 <br />Page Seven <br /> <br />ISSUE BDNDS IN AN AMOUNT NOT TO EXCEED $1,300,000 FOR THE 15 YEAR REMODELING OPTION <br />OF THE CITY HALL, A NEW PUBLIC WORKS GARAGE AND AN ADDITION TO THE FIRE DEPARTMENT <br />BUILDING. COUNCILMEMBER SCHULDT SECONDED THE MOTION. <br /> <br />Councilmember Duitsman indicated that if the motion is as presently stated, he <br />will vote no, as he believes there is a definite need for a public works facility <br />but that he is not sure of the other municipal facility needs. Councilmember <br />Duitsman indicated that the mill rate for the rural community is projected to <br />double by the year 1989. Councilmember Duitsman further indicated that he would <br />support the question to be placed before the voters as three different issues; one <br />for a public works garage, one for a remodeled city hall and one for an addition <br />for the fire department building. <br /> <br />Discussion was carried on regarding the legality of CouncilmemberDuitsman's <br />suggestion. <br /> <br />Councilmember Schuldt indicated that he felt the referendum could not be split as <br />the voters could approve a remodeled city hall and not approve a public works facility, <br />and then the public works would not have a location. <br /> <br />Mayor Hinkle indicated that he felt it should be as one referendum. Mayor Hinkle <br />further indicated that suppose the remodeling of the City Hall did not pass; then <br />the City Council would have to consider the federal handicapped requirements and <br />money would have to be spent to make the building handicapped accessible. Mayor <br />Hinkle questioned what was best for the City. <br /> <br />Councilmember Duitsman indicated that he is concerned with the projected mill rate <br />increases and if the people can decide, they will decide to spend what they think <br />they can afford. <br /> <br />Councilmember Engstrom indicated that he could see both the good and the bad of <br />the proposal suggested by Councilmember Duitsman. Councilmember Engstrom indicated <br />that he also is concerned with the increase in mill rate for the rural area. <br /> <br />Mayor Hinkle called for the vote. <br /> <br />THE MOTION PASSED 3-2. COUNCILMEMBERS DUITSMAN AND ENGSTROM OPPOSED. <br /> <br />8. Election Judges Salary <br /> <br />COUNCILMEMBER GUNKEL MOVED TO AUTHORIZE ELECTION JUDGES TO BE PAID $4.50 PER HOUR <br />FOR THEIR TIME SPENT IN TRAINING AND WORKING AS AN ELECTION JUDGE. COUNCILMEMBER <br />ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />9. Stop Sign at Tyler Street and Twin Lakes Road and Miscellaneous Other Locations <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO REC0MMEND THAT THE CITY ADMINISTRATOR REQUEST THE <br />COUNTY TO PLACE A STOP SIGN AT THE INTERSECTION OF TYLER STREET AND TWIN LAKES ROAD. <br />COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />The City Administrator indicated that it is proposed that Railroad Drive and Irving <br />Avenue both be two-way streets during the construction of Highway #10 next year, as <br />they will be used for detours.
