The City Administrator <br />indicated that there were no substantial changes in the cable television <br />ordinance from the original draft. <br /> <br />B. East Main Street <br /> <br />The City Administrator indicated that the concrete curb and gutter is in <br />place and the gravel base is down. The City Administrator further indicated <br />that it is anticipated that the first layer of blacktop will be placed on <br />Main Street by the end of the week; and if the weather holds, the total black- <br />topping will be completed this year. The City Administrator indicated that the <br />electrical contractor has the conduit in for the signal light at Highway 1/169 <br />and Main Street and that the signal light should be operational by February. <br /> <br />C. Sidewalk Repairs <br /> <br />The City Administrator indicated that the City's Street crew is repalrlng <br />sidewalks on Main Street and will be working on Morton and Norfolk. The <br />City Administrator indicated that the Street Department is repairing all of <br />the very bad sidewalk areas first. <br /> <br />D. Lawcon Grant <br /> <br />The City Administrator indicated that the City of Elk River's application was <br />number one in our region. The City Administrator further indicated that the <br />City's grant application received 153 points from a total of 200. The City <br />Administrator indicated that 19 grants were funded out of 192 applications and <br />further indicated that Cannon Falls received a large grant in the amount of <br />$606,000. The City Administrator indicated that the State office has indicated <br />that the City of Elk River should have a good chance again next year. <br /> <br />E. Sewer Line on 5th Street <br /> <br />The City Administrator questioned the next step in the process of replacement <br />of a sewer line on 5th street. Councilmember Duitsman indicated that the <br />Utilities Commission has met regarding the feasibility study for the water <br />and sewer line on 5th Street and have recommended that the City Council <br />accept the feasibility study and assess fifty percent of the cost. Council- <br />member Duitsman further indicated that the City Council should schedule public <br />hearings to get the people's input regarding the proposed water and sewer line <br />on 5th Street. <br /> <br />F. Meeting Schedule <br /> <br />The City Administrator indicated that Monday, October 8th is a holiday and that <br />the City Council committee meeting could be scheduled for October 9th. It was <br />the consensus that the City Council would hold a committee meeting on October <br />9th at the City Hall to discuss Planning Commission interviews, the Barthel <br />developer's agreement, and the budget. The City Administrator indicated that <br />October 22nd is scheduled for the assessment hearing for the Heavenly Hills <br />project.
