The City Administrator further indicated that if the Elk <br />Hills residents formed a group with a chair person the City could then contact <br />that person regarding the planned unit development process and the review of the <br />concept as proposed. <br /> <br />Councilmember Engstrom indicated that he felt that through the planned unit develop- <br />ment process, the developers and the City Council could get the density most suit- <br />able for the whole community, the development and the Elk Hills residents. <br /> <br />Councilmember Gunkel indicated that she felt a rezoning to a planned unit develop- <br />ment would be better to work with and allow for something tood to develop on the <br />property. <br /> <br />Councilmember Schuldt indicated that he felt the City Council must work with the <br />developers to develop a project which is in the best interest of the City of Elk <br />River. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO REZONE THE SUBJECT PROPERTY FROM R-'IC, R-lB AND R-lA <br />TO A PLANNED UNIT DEVELOPMENT ZONE. COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE <br />MOTION PASSED 5-0. <br /> <br />COUNCILMEMBER ENGSTROM MOVED THAT THE PLANNED UNIT DEVELOPMENT ZONE BE DEVELOPED <br />RESIDENTIAL. COUNCILMEMBER DUITSMAN SECONDED THE MOTION. THE MOTION PASSED 5-0. <br /> <br />7. Consider City Facilities <br /> <br />Mayor Hinkle indicated that the City Council held two public hearings regarding <br />the Citizen's Advisory Committee's recommendation on the municipal facilities study. <br />Mayor Hinkle further noted that the City has approximately 3,000 registered voters <br />and a total of 35 people came to the two public hearings. Mayor Hinkle indicated <br />that it is very difficult for a City Council to make decisions regarding the total <br />City when so few people express their interest in the community and their interest <br />in supporting the Council and the decisions the Council must make. Mayor Hinkle <br />further indicated that the City can be what it wants to be and further indicated <br />that people need to work for what they want and not necessarily always be paid <br />for that work; volunteers are needed. Mayor Hinkle indicated that the Citizen's <br />Advisory Committee consisted of approximately 40 people that had six meetings in <br />the last six months to review problems, options and solutions to the City's municipal <br />facilities and to ultimately make a recommendation to the City Council; Mayor <br />Hinkle indicated that the present City Hall building was purchased by the Elk River <br />Utilities in 1959 for the purpose of the artesian well, and further'indicated that <br />the building has been used for various uses in the past 25 years. Mayor Hinkle <br />indicated that the Advisory Committee's recommendation was to remodel the City <br />Hall for its continued use as a City facility. Mayor Hinkle further indicated <br />that the remodeled building will be landscaped and sufficient parking will be pro- <br />vided. Mayor Hinkle further indicated that the proposed remodeled City Hall will <br />enhance the entrance into the community. Mayor Hinkle indicated that he supported <br />the committee's recommendation to place the question of a bond issue to the citizens. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO ADOPT RESOLUTION 84-24 A RESOLUTION TO ACCEPT THE <br />REPORT OF THE CITIZEN'S ADVISORY COMMITTEE AND TO AUTHORIZE A REFERENDUM TO BE PLACED <br />BEFORE THE VOTERS AT THE NOVEMBER 6TH GENERAL ELECTION TO AUTHORIZE THE CITY TO <br />
