<br /> <br /> <br /> <br />~ <br /> <br />City Council Minutes <br />September 17, 1984 <br />Page Six <br /> <br />Mr. Welton indicated that the owner of the parking lot has indicated that he <br />will have the parking lot paved at the time the Minnesota Highway Department <br />improves Highway #10. <br /> <br />Discussion was carried on regarding other used car sales within the City, <br />specifically Boelters. Councilmember Duitsman indicated that he felt the City <br />Council should develop some standards regarding used car lots. <br /> <br />Mr. Welton indicated that he felt he was being discriminated against. Acting <br />Mayor Schuldt indicated that the City Council must decide what is the best area <br />for used car lots within the City of Elk River. Discussion was carried on <br />regarding the size of the parking lot for the Martin Plaza Building and the <br />possibility of Mr. Welton finding space for his used cars further out along <br />Highway #10. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO DENY THE CONDITIONAL USE PERMIT REQUEST BY MR. <br />RUSSELL WELTON FOR A USED CAR LOT IN THE MARTIN PLAZA PARKING LOT ON HIGHWAY <br />#10. COUNCILMEMBER DUITSMAN SECONDED THE MOTION. THE MOTION PASSED 3-0. <br /> <br />10. Barthel Planned Unit Development Conditional Use Permit Amendment and Site Plan <br />Review - Public Hearing <br /> <br />Councilmember Gunkel indicated that Mr. Ken Barthel is requesting an amendment <br />to his existing conditional use permit to allow for the addition of a detached <br />retail facility, consisting of 6,000 square feet in size intended to house a <br />Coast to Coast hardware store as part of Phase 1. Councilmember Gunkel further <br />indicated that the City Council is also requested to approve the housing site <br />plan for the Barthel Planned Unit Development. Councilmember Gunkel indicated <br />that in July of 1983, the City Council approved a concept for Parcel D, the <br />housing portion of the Planned Unit Development. Councilmember Gunkel further <br />indicated that in the concept housing site plan, the maximum density allowed was <br />proposed. Councilmember Gunkel indicated that the Planning Commission has con- <br />sidered the proposed site plan and unanimously recommended approval of the housing <br />site plan as presented. <br /> <br />Mr. Skip Sorenson, Architect for Barthel Realty reviewed the housing site plan <br />for the City Council. Mr. Sorenson indicated that the townhome concept is proposed <br />for parcel D. Mr. Sorenson further indicated that each townhome would have a <br />front entrance, a back patio, their own sidewalk and utilities, one garage and <br />one additional parking space. Mr. Sorenson further indicated that the townhomes <br />are proposed to be two story townhomes with approximately 980 square feet for a <br />two bedroom home, and a 1,080 square feet for a three bedroom home. Mr. Sorenson <br />reviewed the landscape plan and the traffic flow patterns. Mr. Sorenson further <br />indicated that the townhomes would be rental units for medium income families <br />with an annual income ranging from $12,00 to $21,000. Mr. Sorenson further <br />indicated that financing for the townhomes may come through the Minnesota Housing <br />Finance Agency or a federal agency, the Farmers Home Administration. <br /> <br />Councilmember Gunkel indicated that the City's Zoning Ordinance requires a site <br />plan for all of the housing for the Planned Unit Development. Councilmember <br />Gunkel further indicated that there has been concerns from the adjoining residents <br />from the very beginning regarding a berm and plantings along the western edge of <br />the Planned Unit Development.
