<br /> <br />-.., <br /> <br />City Council Minutes <br />September 17, 1984 <br />Page Five <br /> <br />Mr. Ron Langbehn indicated that the building is proposed to be located 200 feet <br />from Jim Klein's property. Discussion was carried on regarding the location of <br />the proposed building in conjunction with the neighboring residents and the <br />other buildings on Mr. Langbehn's property. <br /> <br />COUNCILMEMBER DUITSMAN MOVED TO APPROVE THE VARIANCE REQUEST BY MR. RON LANGBEHN OF <br />10616 175th AVENUE N.W.,TO ALLOW THE CONSTRUCTION OF A POLE BARN WITHIN THE RE7 <br />QUIRED 600 FEET. COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED 3-0. <br /> <br />9. Welton Conditional Use Permit - Public Hearing <br /> <br />Acting Mayor Schuldt indicated that Mr. Russell Welton of 13878 80th Street N.E., <br />Otsego Township, has requested a conditional use permit to allow used cars to <br />be sold in a C-3a Highway Commercial zone. Acting Mayor Schuldt indicated that <br />the request is to allow used car sales at the western end of Martin Plaza on <br />Highway 1110. Acting Mayor Schuldt further indicated that the Planning Commission's <br />recommendation to the City Council is to deny the conditional use permit request. <br /> <br />Acting Mayor Schuldt opened the public hearing. <br /> <br />Mr. Welton indicated that his request was to allow for used car sales in the <br />Martin Plaza parking lot on Highway 1110. Mr. Welton further indicated that his <br />intent was to have only 3 cars at one time in this car lot. Larry Toth questioned <br />the possibility of enough room for a used car parking lot along with the required <br />parking for the plaza. <br /> <br />Mr. Rick Breezee indicated that the owner of the property was requested to provide <br />a survey of the property to the City Council, as there was some discrepancy between <br />the highway right-of-way and the owner's property. <br /> <br />Mr. Larry Peterson, a resident of Otsego Township, indicated that he has purchased <br />a car from Mr. Welton and expressed his support of Mr. Welton's used car business. <br />Mr. Peterson indicated that Mr. Welton deals in a high class of older cars. <br /> <br />Mr. George Carlson indicated that he felt there would be room for two or three <br />cars at the Martin Plaza parking lot. General discussion was carried on regarding <br />the quality of cars that Mr. Welton intended to sell. Mr. Welton indicated that <br />Mr. Wes Hunt was not against the use of the parking lot for the sale of the <br />used cars. Mr. Welton further discussed the Planning Commission's vote against <br />his conditional use request. <br /> <br />Councilmember Gunkel indicated the City Council is concerned with the appearance <br />of the businesses along the highway entering the City of Elk River. Councilmember <br />Gunkel indicated that in order to prevent used car lots from becoming an eyesore <br />to the community, she felt the City Council should adopt some standards to be <br />required by used car lots. Councilmember Gunkel indicated that she felt used car <br />lots should provide good access to the highway, lighting, blacktop car lots, <br />a service building, and further indicated that she felt the proposed area could <br />not provide these standards. <br />
