<br /> <br /> <br /> <br />City Council Minutes <br />September 17, 1984 <br />Page Three <br /> <br />that the developers have not explored the possibility of the type of tennant <br />for the commercial site. <br /> <br />Mr. Dave Burant, a resident in Elk Hills, indicated that he felt the Elk Hills <br />residents knew the area would be developed at some point in time, but that he <br />wanted the development to remain zoned as it is currently zoned. <br /> <br />Mr. Larry Toth, resident of Elk Hills, indicated that he felt there were <br />problems with a planned unit development zone as the concept and plan con- <br />tinually change, and further indicated that he felt the property should remain <br />zoned residential. <br /> <br />Discussion was carried on regarding the size of the development and the approxi- <br />mate density proposed in the Pol lacks , concept. <br /> <br />Mr. Arlon Fuchs indicated that he was opposed to the development and further <br />expressed his COncern of traffic problems in the area should the develoment <br />occur. <br /> <br />Mr. Cliff Lundberg indicated that there would definitely be a traffic problem <br />at the intersection of Elk Hills Drive, School Street and Highway #169, and <br />suggested that a traffic signal be proposed. Mr. Lundberg further questioned <br />the legal description of the property: proposed to be zoned PUD. Mr. Lundberg <br />indicated that in his interpretation, the proposed commercial site was not a <br />part of the legal description describing the property for the. proposed zone <br />change. <br /> <br />Discussion was carried on regarding the utilities serving the area. Mr. Rick <br />Breezee, Building and Zoning Administrator, indicated that the area has been <br />assessed for the sewer interceptor, therefore, the property should be developed <br />with sewer and water. <br /> <br />Mr. Jack Holmes, a resident of Elk Hills, indicated that if the proposed zone <br />change is approved, Elk Hills would become a spot zone. Mr. Holmes further <br />indicated that residents are concerned with the planned unit development zone <br />as the concept and preliminary plan in a planned unit development can be changed; <br />as the residents have experienced in other nearby planned unit developments. <br />Mr. Jack Holmes further indicated that he felt the type of housing in the Elk <br />Hills Development should be extended to the property to the north. <br /> <br />Further discussion was carried on regarding the proposed sewer utilities for <br />the property. Discussion was also carried on regarding the size of the lots in <br />the Pollack concept and the density of the housing. Mr. Denny Carlson indicated <br />that he felt the proposed density was far too great of a change from the Elk <br />Hills Development. <br /> <br />Councilmember Duitsman indicated that the Pollacks were told they must sewer <br />their development, and further indicated .that the question is whether the City <br />wants the development to become a more dense development and sewered or not. <br />
