Planning Commission Appointments <br /> <br />Acting Mayor Schuldt indicated that the Planning Commission has one vacant seat <br />and it has been indicated that another vacancy will be coming up in the near <br />future. Acting Mayor Schuldt further indicated that Ms. Janet Habeck and Mr. <br />George Carlson have been invited to attend the City Council meeting to meet with <br />the City Councilmembers and the Mayor. Councilmember Duitsman indicated that <br />he felt the discussion with the interested persons should be postponed until a <br />committee meeting when all councilmembers were present. Acting Mayor Schuldt <br />indicated that he felt it was premature to appoint someone to Mr. John Pearce:'s <br />position on the Planning Commission until such time that the vacancy actually <br />exists. <br /> <br />6. Pollack Zone Change Request andPUD Concept Review - Public Hearing <br /> <br />Acting Mayor Schuldt indicated that Mr. Leo and Mr. Louis Pollack of 4107 61st <br />Avenue North have requested a zone change for property currently zoned R-1c, <br />R-1b, and R-1a, to a Planned Unit Development zone. Acting Mayor Schuldt further <br />indicated that the Pollacks are also requesting that the City Council approve <br />a concept for the Planned Unit Development in the event the zone change is granted. <br /> <br />Mr. Rick Breezee, Building and Zoning Administrator, indicated that a number of <br />months ago, the Pollacks requested preliminary plat approval for the property <br />consisting of approximately 100 acres north of Elk Hills. Mr. Breezee indicated <br />that the R-1b and R-1c property has been assessed for sanitary sewer and there- <br />fore, the City staff did not recommend approval of the preliminary plat because <br />public utilities was not included in the preliminary plat. Mr. Rick Breezee <br />indicated that the Pol lacks then withdrew their preliminary plat request and they <br />are now requesting a zone change for a planned unit development. Mr. Breezee <br />indicated that the Pollacks felt that because of the terrain of the land and the <br />necessity for utilities, a planned unit development was a better use for the land. <br /> <br />Mr. Gary Rohweder, a representative of the Pollacks, indicated that a PUD zone <br />would allow for the concept of cluster housing and therefore, allow the develop- <br />ers to save the hills, trees and lowland, and therefore make better use of the <br />property. <br /> <br />Mr. Bill Pharnum, another representative of the Pollacks, described the approxi- <br />mate 100 acre liLli-shaped site. Mr. Pharnum indicated that the developers were <br />interested in developing the site in three phases with the area immediately to <br />the north of Elk Hills to be developed first. Mr. Pharnum described the proposed <br />concept of the development with the traffic loops, cul-de-sacs, private roads <br />and public streets. Discussion was carried on regarding the entrances and <br />exits to the proposed 100 acres. Acting Mayor Schuldt indicated that the de- <br />velopers could also propose an entrance/exit to the east to Tyler Street. <br /> <br />Discussion was carried on regarding the proposed commercial site at the northeast <br />corner of Elk Hills Drive and Highway #169. Mr. Pharnum indicated that the <br />proposed commercial site is not suitable for residential and further indicated <br />
