<br /> <br />~ <br /> <br />City Council Minutes <br />August 20, 1984 <br />Page Seven <br /> <br />General discussion was carried on regarding the difference between a new car <br />lot and a used car lot, and the uses allowable in a C-3A zone. Councilmember <br />Schuldt indicated that he felt the ordinance amendment was necessary as the City <br />then could place certain conditions on used car lots. <br /> <br />Councilmember Gunkel indicated that she felt used car lots were a necessary evil, <br />and further indicated that she felt they should not be allowed along main thorough- <br />fares of the City. Councilmember Gunkel further indicated that she felt the City <br />needs more than a conditional use to allow used car lots in the City. <br /> <br />Mr. Cliff Lundberg indicated that he felt the City Council should determine a <br />definition of used car lots, otherwise the issue would be open for the courts, <br />as currently new car lots also have used cars. <br /> <br />Discussion was also carried on regarding new car dealerships, and the fact that <br />new car dealerships also sell used cars. Mr. Rick Breezee. Building and Zoning <br />Administrator, indicated that the City's Zoning Ordinance does allow for new car <br />dealerships in a C-3A zone, and further indicated that he felt the Zoning Ordinance <br />amendment would specifically address used cars as a conditional use, therefore <br />allowing the City more control on used car lots. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO APPROVE THE ZONING ORDINANCE AMENDMENT WHICH WOULD <br />ALLOW USED CAR LOTS AS A CONDITIONAL USE. IN A C~3A HIGHWAY ZONE. COUNCILMEMBER <br />ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />14. Cable Franchise - Public Hearing <br /> <br />The City Administrator indicated that recently a formal public hearing was held <br />by the Sherburne Wl!:ight County Cable Communications Commission on the two proposals <br />for cable television, and further indicated that the Minnesota Cable Communications <br />Board requires that each community also conduct a public hearing on the proposals. <br />The City Administrator indicated that the Sherburne Wright County Cable Communications <br />Commission has awarded the bid to Rite Cable Company, and the Commission's attorney <br />is in the process of drafting the contract and awarding the franchise. The City <br />Administrator indicated that no specific action is required by the City Council <br />as a result of the public hearing. <br /> <br />Mayor Hinkle opened the public hearing. <br />the cable television service to the City <br />public hearing. <br /> <br />No one questioned the two proposal for <br />of Elk River. Liquor License Request forJefferson]{omais <br /> <br />Mayor Hinkle indicated that Mr. Jefferson Romais is requesting a liquor license <br />for the business known as Reggie's Pennant Bar. Mr. Reggie PowelL indicated that <br />Mr. Luis Romais, his son Jefferson, his wife, and two daughters will operate the <br />business which is expected to be called Luis Bowl and Barbeque. Mr. Powell indi- <br />cated that Mr. Jefferson Romais is requesting the license in his name as his father, <br />Luis, is not a citizen of the United States. <br />
