COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION PASSED <br />3-0. <br /> <br />16. Zoning Ordinance Interpretation Regarding Use of Lincoln School <br /> <br />Mr. Rick Breezee. Building and Zoning Administrator, indicated that the School <br />Board has reopened Lincoln School to provide a number of uses including daycarej <br />preschool, community educat~on and other community services, and further indicated <br />that a question has been r.aised regarding those uses proposed for Lincoln School, <br />and how they fit into the City's Zoning Ordinance. Mr. Breezee indicated, that at <br />the present time, schools are permitted in anR-1C zone, however, the City's <br />Zoning Ordinance is silent on items such asdaycare, preschool and community ser- <br />vices within an R-1C zone. Mr. Breezee indicated that the interpretation of the <br />zoning ordinance is questioned because a request has been submitted for a day- <br />care center, and to allow more than ten children into the facility. Mr. Breezee <br />indicated that the City was required to sign certain documents for the daycare <br />facility, and further indica ted that legally he could not sign those documents, <br />as the zoning ordinance allows for a maximum of ten children in R-1C zones. <br /> <br />The City Administrator indicated that the Plapning Commission considered the <br />interpretation of the zoning ordinance, and voted unanimously to recommend to the <br />City Council that the community service functions be allowed in the Lincoln School, <br />in the R-1C zone. The City Administrator indicated that there is a distinct dif- <br />ference betewen the community service functions and retail functions. Mr. Rick <br />Breezee further indicated that the School District does not intend on altering <br />the building to allow for the various community functions in the Lincoln School. <br /> <br />COUNCILMEMBER ENGSTROM MOVED TO APPROVE THE INTERPRETATION OF THE CITY'S ZONING <br />ORDINANCE TO PERMIT COMMUNITY SERVICE FUNCTIONS TO BE CONDUCTED IN SCHOOL BUILDINGS, <br />SPEC..lFlCALLY, LINCOLN SCHOOL. COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION <br />PASSED 3-0. <br /> <br />17. Mechanical Amusement Device License for Hagen's Super Valu <br /> <br />COUNCILMMEBER GUNKEL MOVED TO APPROVE THE MECHANICAL AMUSEMENT DEVICE LICENSE <br />FOR HAGEN'S SUPER VALUe COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION <br />PASSED 3-0. <br /> <br />18. Pay Estimate Number 1 for Main Street Improvement Project <br /> <br />General discussion was carried on regarding the Main Street Project, specifically <br />water in the basement of the Kretch residence. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO APPROVE PAY ESTIMATE 111 FOR THE MAIN STREET IMPROVE- <br />MENT PROJECT IN THE AMOUNT OF $113.824.20. COUNCILMEMBER GUNKEL SECONDED THE <br />MOTION . THE MOTION PASSED 3-0. <br />
