THAT A LANSCAPEPLAN BE APPROVED PRIOR TO CONSTRUCTION OF THE BUILDING BY <br />THE CITY'S BUILDING AND ZONING ADMINISTRATOR; <br /> <br />2. THAT THE ATTACHED SITE PLAN BE APPROVED AS PART OF THE CONDITIONAL USE PERMIT; <br />AND, <br /> <br />3. THAT A TEMPORARY STRUCTURE BE PERMITTED ON THE PROPERTY IN A LOCATION AS <br />APPROVED BY THE BUILDING AND ZONING ADMINISTRATOR WITH THE SPECIFIC UNDER- <br />STANDING THAT THE STRUCTURE IS TO BE REMOVED BY JULY 1, 1985. <br /> <br />COUNCILMEMBER GUNKEL SECONDED THE MOTION. THE MOTION PASSED 3-0. <br /> <br />9. Administrative Subdivision in Barrington Place - Public Hearing <br /> <br />Councilmember Gunkel indicated that the administrative subdivision request by <br />the Bank of Elk River and First National Bank for Barrington Place, is to allow <br />the realignment of a property line between lots 1 and 2, and to permit the creation <br />of two additional parcels. Councilmember Gunkel indicated that the lot line between <br />Lot 1 and Lot 2 is shifted to enable Lot 2 to be more square and then therefore, <br />would allow Lot 1 to be broken into three parcels. Councilmember Gunkel further <br />indicated that the new parcels in Lot 1 would be approximately 30,000 square feet. <br />17,037 square feet, and 20,662 square feet. Councilmember Gunkle indicated that <br />the administrative subdivision request is made to allow for a better use of the <br />two lot in the Barrington Place subdivision. <br /> <br />Mayor Hinkle indicated that the administ~ative subdivision will make the lots more <br />available for proposed future development. Discussion was carried on regarding <br />road access to the lots in the Barrington Place subdivision. The City Administra- <br />tor indicated that the City would require a private road agreement between the <br />City and the Banks for a driveway to the north side of the parcel labeled Parcel <br />3 on the proposed subdivision. <br /> <br />Discussion was carried on regarding the roads necessary for the administrative <br />subdivision. The City Administrator indicated that right-of-way would be dedicated <br />for road access. <br /> <br />Mr. Gary Santwire indicated that the new proposed site plan would go to the Planning <br />Commission for their approval which would show the driveway easements. <br /> <br />COUNCILMEMBER GUNKEL MOVED TO APPROVE THE ADMINISTRATIVE SUBDIVISION REQUEST BY <br />THE BANK OF ELK RIVER AND THE FIRST NATIONAL BANK FOR LOTS 1 AND 2IN BLOCK <br />6 OF BARRINGTON PLACE, SUBJECT TO A PRIVATE ROAD AGREEMENT BETWEEN THE CITY OF <br />ELK RIVER AND THE BANK OF ELK RIVER AND THE FIRST NATIONAL BANK OF ELK RIVER. <br />COUNCILMEMBER ENGSTROM SECONDED THE MOTION. THE MOTION PASSED 3-0. <br /> <br />10. Leske Conditional Use Permit Request - Public Hearing <br /> <br />Mayor Hinkle indicated that Ms. Carol Leske of 13651 Highway #10 has requested a <br />conditional use permit to allow the refinishing and sale of antiquesdrom her <br />home. Mayor Hinkle indicated that the Planning Commission voted unanimously to <br />recommend to the City Council that a conditional use permit be granted to Ms. <br />Leske with the following conditions: <br />
